“The California JPIA honors the memory of former City of Seaside Mayor Ralph Rubio, who passed away on July 19. A lifelong resident, Mayor Rubio was the longest-serving elected official in the history of City of Seaside. He was elected to the Seaside City Council in 2000 and elected Mayor in 2004. He finished his final term as Mayor in December of 2018. City of Seaside, California – City Hall”
