Kelly Trainer Policky Joins the Authority

The California JPIA welcomes Employment Practices Manager Kelly Trainer Policky, an experienced labor and employment attorney who joins the Authority from Burke Williams and Sorensen.

As a partner in Burke Williams and Sorensen’s Orange County office, Kelly represented and advised employers on labor and employment law matters including discrimination, harassment, retaliation, disability, wrongful termination, leaves of absence, wage and hour, freedom of speech and association, and privacy. She also represented public employers in areas such as due process, disciplinary procedures, the Brown Act, CalPERS, the Public Safety Officers Procedural Bill of Rights, and the Firefighters Procedural Bill of Rights.

Leveraging her extensive counseling experience, which concentrated on preventive measures of employment and labor law such as personnel rules, employee handbooks, personnel ordinances, and specific policies, Kelly will manage the California JPIA’s Employment Practices Liability hotline, supporting member agencies on employee matters such as harassment complaints, accommodation, complex leave issues, and more.

Also an experienced trainer, Kelly has conducted seminars and workplace trainings for the California JPIA, as well as the Public Agency Risk Management Association (PARMA) and California Public Employers Labor Relations Association (CALPELRA), on matters such as harassment prevention, disability discrimination, workplace investigations, diversity and inclusion, managing difficult employees, workplace violence, discipline and termination, social media, performance evaluations, creating effective documentation, and leaves of absence.

Kelly holds a B.A. from the University of Houston and a J.D. from the McGeorge School of Law at the University of the Pacific.
