Registration is open for the Authority’s 28^th Annual Risk Management Educational Forum, It’s, Like, Totally Risk Management. The Forum will feature keynote speaker Olympic gold medalist Scott Hamilton, one of the world’s most recognized figure-skating stars, and will be held at the Omni La Costa Resort in Carlsbad from August 30 through September 1, 2023. Session topics at this year’s Forum include responding to cyber incidents, managing disaster recovery, well-being as a tool for success, abuse prevention solutions, and investigating accidents.

While Forum registration is at no cost to members of the California JPIA, registration does not include hotel accommodations. The California JPIA is hosting a workers’ compensation webinar on Thursday, May 11, at 11:00 a.m. This webinar addresses the topic of long COVID and features Dr. Austin Apremian from St. George’s Medical Clinic, who will draw upon his experience as a front-line occupational medicine physician to address the following issues:

• When a patient is considered to have long COVID
• The particular risk factors that make employees more likely to have lingering symptoms
• Treatment approaches that best address long COVID

Registration is open for the Authority’s Elected Officials Summit, being held from May 15 through 17, 2023, at the Allegretto Vineyard Resort in Paso Robles. The Elected Officials Summit is designed for tenured elected officials who have been in office longer than three years and provides both hands-on training and opportunities to share experiences with peers from other agencies across the state.

The California JPIA asks members to annually certify a designated California JPIA Director and Alternate(s) before the Board of Directors meeting, which is held each year in July. The Authority has an automated certification process that is efficient and paperless. In February, an email containing directions on completing the certification was sent to each member agency’s clerk. Members who have not yet completed their certification are encouraged to do so as soon as possible.

Nominations for the 10^th Annual Capstone Award are currently being accepted through April 12, 2023. The Authority presents the Capstone Award each year at its Risk Management Educational Forum to an individual who best exemplifies the practice of risk management in the public sector. The Authority is enlisting the help of its members to identify those hardworking individuals who work behind the scenes to manage risk and ensure that their agency runs smoothly.

The California JPIA’s Risk Management Academy was held in January at the Allegretto Vineyard Resort in Paso Robles. Twenty-nine attendees from 27 member agencies took part in the two-and-a-half-day academy, which covered topics such as understanding liability claims, fleet and driver management, tools for practical risk management, and workers’ compensation. “The trust session was my personal favorite, but all of the sessions were valuable,” said Todd Mitchell from Ventura Port District.

The Authority’s academies are multi-day training seminars which focus on a specific public sector discipline and provide attendees with opportunities to interact with their peers and share real-world challenges and successes. The California JPIA held a series of webinars in April on the Embark Safety program, a member resource to enhance motor vehicle report monitoring. This innovative tool is designed to streamline the monitoring process and ensure driver safety and compliance, with features including real-time notifications for violations, web-based access to Department of Motor Vehicle driver record information, and California Vehicle Code violation decoding. With these features, members can monitor driver behavior and take corrective action to minimize the risk of accidents and violations.

The California JPIA wrapped up its 2023 Human Resources (HR) Academy in April. The two-and-a-half-day event, held in Indian Wells, was an outstanding success, with attendees gaining valuable insights on a range of topics including creative recruitment strategies, managing leaves of absence, and reducing workers’ compensation costs.

Attendees’ active participation and engagement throughout the event, and the speakers, who shared their expertise and knowledge, contributed to the overall success of the academy. With the knowledge gained at the Academy, attendees can implement new strategies to improve their human resources practices and provide better services to their organizations.

The California JPIA’s Elected Officials Summit, held in May, saw 18 elected officials from 14 different public agencies participate in educational sessions designed to provide a comprehensive understanding of the fundamental concepts and practical applications of risk management. Geared toward officials who have been in office for more than two years, the Summit focused on laying the foundation for integrating risk management as a core organizational practice.

The agenda covered a range of topics essential for elected officials. Highlights included navigating social media responsibly, strategies for effective governing, and developing constructive working relationships with fellow elected officials.

The California JPIA recently hosted a roundtable discussion about code enforcement officer safety standards. As part of the Authority’s Risk Managers Roundtable series, the event brought together professionals in the field to address occupational hazards, compliance with California Senate Bill 296, and best risk management practices.

Authority members who were unable to join the event can participate in the Authority’s new Code Official Safety Specialist training program and access the CACEO Recommended Code Enforcement Officer Safety Guiding Principles, prepared by the California Association of Code Enforcement Officers (CACEO).

The California JPIA recently held the Newly Elected Officials Academy in Huntington Beach. The Academy, which took place in early June, focused on key subjects such as effective council membership, fundamentals of local government, and reducing risk for public agencies. The Academy attracted 21 participants from 17 member agencies who were ready to enhance their understanding of local governance. Through a series of workshops and presentations, attendees were provided with valuable insights and practical strategies to fulfill their roles as elected officials.

The California JPIA recently concluded its Public Works Academy in June, attracting 39 attendees representing 32 member agencies. The Academy served as a platform for public works professionals to gain insights into various topics including recent case law, fleet and driver management, and contractual risk transfer. The event also featured networking opportunities, providing participants with a forum to share their knowledge and experience.

Registration is open for the Authority’s new Public Safety Academy. This educational event takes place August 22-24, 2023, in San Diego and offers police and fire command staff an opportunity to learn best practices for managing risk within their public safety departments. Authority members are invited to attend a virtual Risk Managers Roundtable discussion on Code Enforcement Officer Safety Standards on Monday, July 31, from 1:00–3:00 p.m.

Code enforcement officers are charged with enforcing public health and safety laws in cities throughout California. Their enforcement duties include a broad range of laws covering everything from homelessness to substandard housing, mold and lead, pest and animal control, and many other situations in which they face threats, risks, and hazards. State law, Senate Bill 296 (SB 296), requires all public agencies that employ a code enforcement officer to adopt safety standards specific to code enforcement officers that appropriately address their safety exposures.

Attendees are encouraged to bring questions and join the conversation on issues including:

• The wide range of code enforcement officers’ duties and a public agency’s potential liability
• Occupational hazards
• Compliance with SB 296 to include examples

The California JPIA hosted its 2023 Annual Meeting of the Board of Directors in July, attended by delegates from 80 member agencies representing cities, joint powers authorities, and special districts. The Board, comprising elected officials from 126 member agencies, convened to discuss the organization’s operational overview and plans for the year ahead. Chief Executive Officer Alex Smith highlighted the event as an opportunity to foster camaraderie among members and share insights into the Authority’s activities, and Executive Committee President Margaret Finlay extended a welcome to new members.

The California JPIA’s Public Works Academy, held in early November, saw 30 public works managers, directors, and supervisors from 25 different public agencies participate in a forum to learn and share insight about best practices for managing public works risk exposure.

The agenda covered a range of topics essential for public works managers. Highlights included sessions on recent case law, fleet and driver management, contractual risk transfer, and harassment prevention. Attendees commented on the value of the material presented, mentioning that they would recommend this training to co-workers. Other feedback from attendees included the value of meeting peers in their field of work and the use of videos and photos to deliver messaging.

The Authority is hosting a webinar on November 6, from 10:00 to 11:30 a.m., regarding the anatomy of a police officer complaint.

Responding to a complaint of police officer misconduct is now a much more complex process due to the new obligations of human resources and police management in administering the complaint and investigation process. This webinar will examine each step of an effective complaint process and provide information on best practices and legal compliance. Attendees will be given the opportunity to ask questions of the speakers.

The California JPIA is hosting its next Workers’ Compensation Webinar on Thursday, November 14, at 10:00 a.m. This webinar will focus on post-traumatic stress disorder (PTSD) and some of the evidence-based treatment interventions that can help employees during their recovery.

David Vittoria, chief behavioral health officer from Carisk Partners, will be the featured presenter, bringing his 25 years of trauma recovery expertise to an enlightened discussion that will cover the human stress responses and facts about PTSD, including its prevalence, symptoms, and risk factors.

The Authority recently announced the official launch of expanded cybersecurity services for members. Triden Group was selected as the preferred provider based on outstanding feedback from six member agencies that participated in a pilot program. Cities like Chino Hills, El Centro, and Commerce praised Triden’s responsiveness, communication, and high-quality results.

Members can now access fully funded cybersecurity services, including a Cybersecurity Maturity Assessment using the National Institutes of Standards and Technology Cybersecurity Framework and internal and external vulnerability scans. The Authority has also secured preferred pricing and a Master Services Agreement for members to engage Triden for additional services, such as penetration testing and incident response exercises.

In addition, the Authority offers access to KnowBe4 for security awareness training, Eagle Eye for cyber risk management, and eRiskHub, a portal for cybersecurity resources and incident response planning.

The California JPIA has announced the four finalists for the 2024 Capstone Award, which will be presented at the 29^th Annual Risk Management Educational Forum, taking place from October 9 to 11 at the Hyatt Indian Wells. The award recognizes an individual who promotes risk management and minimizes workplace exposure.

As of July 1, 2024, Foothill Transit is the newest member of the California JPIA. Located in the heart of Southern California and established in 1988, Foothill Transit has provided fixed-route bus transit services for over 35 years. The agency is governed by a Joint Powers Authority comprising 22 member cities within the San Gabriel and Pomona valleys and the County of Los Angeles. The governing board is divided into five regional clusters, which elect representatives annually to serve on a five-member Executive Board.

“During the prospective member process, it was clear that the leadership and staff of Foothill Transit have a proactive and informed approach to risk management,” said Chief Executive Officer Alex Smith. “We are proud to partner with such an excellent organization.”

In May, the California JPIA Executive Committee approved updates to the Memoranda of Coverage (MOC) for the Authority’s Liability and Workers’ Compensation programs. These changes aim to make the coverage documents clearer and fairer for members. Note that no major changes were made to the Property Program MOC.

The California JPIA held its 2024 Annual Meeting of the Board of Directors on Wednesday, July 24. The Board of Directors, comprising elected officials from 126 member agencies, governs the California JPIA. These agencies include 100 cities, 19 joint powers authorities, and seven special districts.

Executive Committee President Margaret Finlay, from the City of Duarte, welcomed delegates and greeted Foothill Transit, the Authority’s newest member. “You’re in good hands,” she said. CEO Alex Smith emphasized the Board’s role in keeping the Authority member-focused while presenting an operational overview and strategic plan.

Delegates reelected Mary Ann Reiss from the City of Pismo Beach as Executive Committee vice president. Tom Chavez, Steve Tye, Chuong Vo, and Mark Waronek were also reelected to two-year terms on the Executive Committee.

At the July Board of Directors’ annual meeting, six Authority members received Risk Management Awards for outstanding risk management practices. The winners are:

The awards, which recognize members with the best performance in the Liability and Workers’ Compensation programs, are based on claims performance, improvement over time, responsiveness to Loss Control Action Plan (LossCAP) recommendations, participation in loss control programs, and training attendance.

On April 18, 2024, California’s Attorney General issued an opinion about State of the City addresses. If a majority of the City Council attends such events, even when hosted by private organizations, they are subject to the Brown Act. This means the public should have access to these meetings.

The opinion was requested by the Ventura County District Attorney after Ventura’s Mayor spoke at an annual breakfast put on by the Ventura Chamber of Commerce. This private group promotes local businesses and required tickets for entry to the breakfast, thereby limiting public access.

Though not legally binding, the Attorney General’s opinion guides public agencies on how courts might interpret the Brown Act, ensuring transparency in government meetings.

A small human resources (HR) network is driving success in Imperial County by facilitating the sharing of resources and expanding knowledge among HR professionals.

In today’s world, networking is essential for building connections. Recognizing this, HR professionals in the Imperial Valley, including Shirley Bonillas, HR administrator with the City of Brawley, organically formed a small networking group. “Mostly it is a group of professionals that bring compassion and experience to the table. They are a resource I tap into regularly to make sure my thought process is right on,” said Bonillas.

The Town of Mammoth Lakes has been cultivating ambassadors within its organization through the Path to Success Academy, which educates new and current staff about the agency’s overall goals and vision.

The Path to Success Academy (PSA) was developed to better onboard new employees. Pam Kobylarz, assistant to the town manager, and Jamie Gray, the town clerk and records manager, realized that during the onboarding process, new employees received a firehose of information but didn’t necessarily understand the bigger picture of the organization, its goals, and how they fit in.

“The PSA program serves to break down the silos of our organization as employees from different job functions are brought together in a common learning program,” said Town Manager Rob Patterson. “They learn about other aspects of the organization and how their work impacts others.”

The California JPIA is hosting a webinar on August 1, 2024, from 2:00 to 4:00 p.m. that will include a comprehensive discussion on the recent U.S. Supreme Court ruling in Johnson v. City of Grants Pass. The ruling has changed how public agencies can enforce ordinances relating to homeless camping, personal property storage, and overnight vehicle camping.

This webinar is only available to Authority members and strategic partners, and there will be an opportunity for attendees to ask questions.

Registration is open for the California JPIA Workers’ Compensation Symposium. This year’s Symposium will take place in person on Thursday, August 15, 2024, from 9:30 a.m. to 2:00 p.m. at the Authority’s campus. The annual event provides an opportunity for California JPIA members to hear from numerous industry experts and to meet with the Authority’s panel attorneys and the Athens claims team.

Information presented includes a legal update on recent significant cases, workers’ compensation fraud, current legislative activity, and workplace wellness.

The deadline to implement a workplace violence prevention plan was July 1, 2024. This requirement comes from Senate Bill 553, now part of Labor Code section 6401.9, which says covered California employers must have a plan and train their employees on that plan by this date. 

In May, the California JPIA held a webinar explaining the key parts of the bill and how to conduct facility security assessments. The recording is available online for those members who were unable to attend.

The California Joint Powers Insurance Authority has an opening for a Technology Projects Manager. This role is optimal for someone skilled in using technology and data to enhance a high-performing organization. The ideal candidate will have a strong background in managing complex IT projects, business process automation, and software development, using data to drive innovative projects and align the organization’s technology needs with its goals.

Responsibilities include selecting and implementing technology projects, defining project scope, developing schedules, managing budgets, and overseeing resources. The technology projects manager will maintain current software platforms such as Ventiv, CVENT, Cornerstone on Demand, Microsoft Dynamics 365 Marketing, and JW File Handler, while exploring new technologies to improve operations.

The California JPIA’s 29th Annual Risk Management Educational Forum is being held October 9–11, 2024, at the Hyatt Indian Wells. This year’s theme, Risk Management Confidential, will provide attendees with a noir-esque backdrop to the event, which offers essential insights and strategies in risk management.

Professional drummer Mark Schulman, who has toured with P!NK, Billy Idol, Stevie Nicks, and Foreigner, will be the keynote speaker. Schulman will bring his decades-long career experience to the Forum with a presentation that focuses on how the “rock star mentality” can enhance performance, energy, and mental fitness in the workplace.

The California JPIA is looking for an intern to join their communications team this summer. This paid internship will last for 10 to 12 weeks and could be extended if schedules allow. The position is primarily remote, allowing for work from home.

The intern will help the Communications Department improve the Authority’s communication with its members. Work tasks and responsibilities will provide real-world experience and the opportunity to build valuable skills.

These tasks include:

• Helping to organize communications materials, graphics, and images
• Writing and editing posts for social media
• Providing research support for digital newsletter articles

Interns will also join team meetings and strategy discussions, help update and create content for various webpages, and may draft stories for The Authority newsletter and news items.

The California JPIA is recruiting a skilled accountant to assist its finance team with accounting and financial reporting activities. This role is pivotal in ensuring accurate financial records and timely reporting, as well as improving operational efficiency.

Under the supervision of the finance director, the accountant will cross-train in multiple functions and have duties related to payroll, accounts payable, reconciliations, and a variety of projects that support the Authority’s mission. Collaboration with colleagues and Authority members on diverse projects is a significant aspect of this position.

We are looking for candidates with a knack for numbers and who want to be an integral part of an outstanding public agency committed to excellence. The California JPIA will host its next Workers’ Compensation Webinar on Thursday, May 9, at 10:00 a.m. Attendees will learn about psychiatric claims and how employers can assist in defending claims arising from good faith personnel actions.    

Speaker Tim Rose, a partner with Siegel, Moreno & Stettler, will outline the basic components of psychiatric claims before providing a detailed analysis of the Rolda case, the 2001 decision that lays out the key factors of a good faith personnel defense.

In April, Authority members convened at the Rancho Bernardo Inn in San Diego for the California JPIA’s new Executive Summit. This two-and-a-half-day training event targets tenured city managers and agency chief executives, guiding them in how to effectively establish a culture of risk management at their agencies. Attendees delved into a range of crucial topics, including leading through complexity and chaos, fundamental strategies for effective CEO / governing board relationships, and personal and organizational ethics.

Attendees appreciated the opportunity to exchange views with each other on their everyday challenges, with some commenting on the value of the small groups that facilitated open and honest discussions.

The next Executive Summit is slated for April 2026, with the exact dates and location to be announced closer to the date of the event.

The California JPIA requires its members to appoint a director and alternate(s) before the Annual Meeting of the Board of Directors, which takes place each July. This procedure is streamlined through an automated certification system. In February, guidelines were sent via email to the clerk of each member agency. The California JPIA is hosting a webinar titled “Navigating SB 553: Understanding Workplace Violence Prevention Plan Requirements” on Monday, May 13, at 9:30 a.m. Senate Bill (SB) 553, enacted in California on September 30, 2023, mandates covered employers to develop, implement, and maintain a workplace violence prevention plan by July 1, 2024.

This members-only webinar is recommended for designated workplace violence prevention plan administrators and other staff responsible for conducting work area security assessments. The webinar will feature Senior Risk Manager Toni Consolo and Training Coordinator Ryan Thomas providing an overview of the law. Dr. Steve Albrecht will offer training on conducting site security assessments

The California JPIA recently held its Public Safety Academy, an educational event aimed at enhancing the knowledge and skills of police and fire command staff. With 40 attendees from 23 member agencies, the event saw enthusiastic participation and engagement.

Covering important topics such as workplace stress reduction, constitutional policing issues, and legislative updates, the Academy provided valuable insights for attendees. “Overall, an excellent program with a great amount of information and learning,” stated Todd Haroutunian, fire captain with the City of La Verne, while Mick Gaglia, acting police captain with the City of Hermosa Beach called out the instructors and atmosphere at the Academy — “Outstanding information, great instructors, and a very relaxed feel to the class.”

The success of this event underscores the commitment of the California JPIA to empower its members with relevant and timely information, fostering professional growth and effectiveness in public safety.

The California JPIA hosted its Management Academy in March at the Allegretto Vineyard Resort in Paso Robles. Over two and a half days, the event attracted 50 participants representing 35 member agencies. Diving into important topics such as the role of the public sector supervisor, claims prevention, conflict resolution, and leadership credibility, attendees praised the insightful sessions led by expert speakers. They also appreciated the chance to connect and exchange experiences with peers.

The next Management Academy is scheduled for September 17–19, 2024.

The California JPIA’s 29^th Annual Risk Management Educational Forum, Risk Management Confidential, is scheduled for October 9 to 11 at the Hyatt in Indian Wells. 

The Forum theme is a noir-esque foray into uncertainty and intrigue. Much like Sam Spade, you’ll be required to use your grit and gumption to navigate the world of risk management, where every step could lead to unforeseen dangers. The California JPIA’s Parks & Recreation Academy was held on February 13–15 at the Rancho Bernardo Inn in San Diego. The Academy, a two-and-a-half-day training event, is designed to address the challenges and responsibilities of managers and supervisors and provide them with knowledge, techniques, and solutions. Attendees gained valuable insights on playground safety, defending your agency against playground litigation, background checks for volunteers and part-time employees, and contractual risk transfer. 

 “I loved the Academy,” said attendee Anthony Nguyen. “As a new supervisor who has dealt with contracts and insurance in a limited capacity, this has been extremely helpful.”

The California JPIA is partnering with the  National Command and Staff College to provide our member police and fire personnel access to MAGNUS Leadership and Resiliency Training. This two-day, in-person, classroom training—provided at no cost to members—will take place April 17–18, 2024, at the Authority’s campus in La Palma. This course is a theoretical, scientific, and practical approach to enhancing leadership performance and well-being skills, taught by instructors retired Chiefs David Dominguez and Mark Garcia. It teaches attendees positive tactical intelligence and psychological triggers to activate deeper self-awareness, self-control, and resilience techniques for enhanced performance and well-being.

Registration requests are now open for the California JPIA’s Human Resources Academy scheduled for April 23 through 25, 2024, in San Diego. The Academy, tailored for human resources professionals, offers a unique learning experience set in an intimate group environment, away from the traditional office setting. Topics on the agenda include legal updates, creative recruitment strategies, and personnel file maintenance.

The meeting will also include the Authority’s Risk Management Awards, the election of Executive Committee members, and the presentation of the proposed budgets for fiscal years 2024–25 and 2025–26.

The California JPIA’s Risk Management Academy was held in January at the Tommy Bahama Miramonte Resort in Indian Wells. Attendees gained valuable insights on topics including contractual risk transfer, loss history analysis, workers’ compensation, and understanding liability claims.

The California JPIA hosted its first webinar of the year—Keeping Compliant with AB 2188 and SB 700: Employee Off-Duty Cannabis Use—on January 10, 2024. A total of 106 participants attended the webinar, including members, business partners, and Authority staff.

Kelly Trainer Policky, the California JPIA’s employment practices manager, welcomed attendees and provided an overview of the implications of two state bills regarding employee off-duty cannabis use (AB 2188 and SB 700) and their effects on employers.

Reminder – California employers must post their Form 300A, Annual Summary of Work-Related Injuries and Illnesses, on February 1, 2024, and keep it posted through April 30, 2024. Form 300A provides a summary of the total number of work-related injuries and illnesses that occurred in 2023 and were logged on OSHA Form 300. The form must be posted in a location where employee notices are usually posted and must not be altered, defaced, or obscured during the posting period. Agencies that need to submit electronically must do so before March 2, 2024. Members who participate in the Authority’s Workers’ Compensation Program will receive a partially completed Form 300A and instructions for completing and posting the form from Athens.

The California JPIA’S Supervisor Essential Skills Training Program is now accepting applications for its inaugural 2024 session. Aimed at public sector managers and supervisors, the program provides essential skills to navigate the dynamic demands of their roles.

Designed for supervisors at all levels, the program offers nine one-day, in-person courses covering topics like communication, conflict management, and diversity management. Participants must attend all courses, scheduled from February to November 2024, at various California locations.

Registration is limited, and interested parties must apply. Acceptance notifications will be sent at least two weeks before the first course begins.

The California JPIA is hosting a webinar on January 10, 2024, from 10:00 to 11:00 a.m. to explore the recent changes in California’s employment landscape related to cannabis use. The focus will be on two new laws, AB 2188 and SB 700, effective on January 1, 2024. Kelly Trainer Policky, the Authority’s employment practices manager, will guide participants through the complexities of compliance.

Key topics covered in the webinar include changes in drug-testing protocols, necessary modifications to existing agency policies and procedures, and compliance requirements for workplace drug and alcohol policies. The California JPIA is notifying information technology professionals and cybersecurity administrators within its membership about an important online training event on December 7, 2023. Running from 6:00 to 10:00 a.m., the event, titled “Defend Against Ransomware Attacks Cyber Range Training,” addresses the growing risk of ransomware incidents.

Given the increase in ransomware attacks and their potential impact on critical infrastructure, the training, presented by the Cybersecurity and Infrastructure Security Agency (CISA), will present participants with essential information, including common applications and processes that strengthen network defenses and key terms for effective ransomware prevention.

The California JPIA recently held the Management Academy in Indian Wells. The Academy, which took place in October, focused on key subjects such as improving employee performance, a manager’s role in preventing claims, and leadership strategies to help employees work together more effectively. The Academy attracted 49 participants from 33 member agencies who were ready to learn how to help improve the performance, motivation, and commitment of employees. Through a series of workshops and presentations, attendees were provided with valuable insights and strategies to use in their roles as managers or supervisors.

The California JPIA is hosting the next installment of its Workers’ Compensation Webinar series on Thursday, November 9, at 10:00 a.m. focusing on the labor shortage and aging workforce challenges. As older workers remain in their jobs longer and short-tenured workers rapidly fill vacant positions, preventing injuries has become more difficult. Safety National’s Senior Medical Manager Stacy Whalen and Director of Risk Services Ed Pratt will review how the aging workforce leads to more injuries, thereby increasing medical costs and lost work time. The webinar will also cover how factors such as employee training and wellness programs can help prevent injuries.

The California JPIA is hosting a virtual Risk Managers Roundtable on Tuesday, November 7, from 1:00 to 2:00 p.m. regarding recent case law outcomes and new developments impacting cities. The roundtable, led by David Ferrante-Alan with Wesierski & Zurek LLP and Dan Barer with Pollak, Vida & Barer, is set to address critical topics such as sidewalk inspections, arborist agreements, and the significance of non-disclosure of certain safety program documents. The event will also highlight a beach city’s successful initiative to reduce vehicle vs. bicycle accidents.

The California JPIA’s Annual Liability Attorney Summit, which was held in September at the Authority campus in La Palma, hosted 47 participants who gathered to learn, share information, and network. California JPIA Liability Program Manager Paul Zeglovitch welcomed attendees and provided a presentation on the state of the liability program. The opening session was an open forum that allowed counsel to share their experiences from the past year, leading to lively and informative discussions.

Expert sessions included David Ferrante-Alan’s insights into the anatomy of a successful design immunity motion for summary judgment, which addressed the importance of design immunity for public entities facing dangerous road condition cases. The Summit also featured a trial counsel roundtable, discussing depositions, witness preparation, and trial execution. Appellate specialist Dan Barer provided an update on critical cases affecting the defense of Authority members, and the day concluded with a presentation by Ed Richards on a case with potential implications for members. The summit served as a valuable opportunity for the liability team to collaborate and share expertise.

The Liability Summit is an annual event typically held in the summer in which the Authority’s defense counsel can gather and discuss emerging case law, litigation strategies, and liability claims trends. This event, geared toward Caliornia JPIA members tasked with managing the training for other employees, is a one-day academy, split over two “half” days. The Academy provides attendees with a hands-on and enhanced understanding of the Authority’s learning management system (myJPIA) and training program. Attendees will learn how to utilize the full functionality of myJPIA, including navigating the catalog, registering other employees for training, designing playlists, and more. Attendees will also learn how to engage with their regional risk manager and training staff to develop annual training plans.

Audrey Cray, Pacific Grove’s finance and risk manager, received the Authority’s Capstone Award at the California JPIA’s 28^th Annual Risk Management Educational Forum. Besides being a proactive risk manager across city departments and operations, Cray was instrumental in spearheading the city’s Safety Incentive Program, requiring departments to participate in basic safety activities and rewards employees who go above and beyond the standard requirements.

The Capstone Award is presented annually to an individual at a member agency who exemplifies the practice of risk management by supporting risk management efforts, coordinating risk management goals and programs, and mitigating risk exposures for their agency.

The Annual event featured informative sessions on topics like the effects of medical inflation, mental health support for first responders, and subrogation lessons learned. • Maintenance worker: The Authority seeks a skilled maintenance worker to maintain and enhance its facilities. Ideal candidates will possess hands-on expertise and be well-versed in semi-skilled to skilled maintenance and repair work.
• Risk services director: The role of risk services director requires strong communication and collaboration skills. This position will focus on guiding the Authority’s risk management staff and developing new risk management programs.

There is still time for Authority members to register for the 2023 Workers’ Compensation Symposium, being held on the California JPIA’s La Palma campus on Wednesday, September 6, from 9:30 a.m. to 1:45 p.m. The Symposium provides the opportunity for members to hear from numerous industry experts and meet with the Authority’s panel attorneys and the Athens claims team.

The schedule this year includes effectively handling conflicting medical opinions, the effects of medical inflation, and mental health support for first responders.

At the Annual Meeting of the Board of Directors this July, five members received Risk Management Awards for demonstrating superior risk management practices. The winning agencies were Town of Mammoth Lakes, Midpeninsula Regional Open Space District, City of Mission Viejo, City of Poway, and City of San Marcos.
