Public Works Academy Focuses on Risk Best Practices

The California JPIA’s Public Works Academy, held in early November, saw 30 public works managers, directors, and supervisors from 25 different public agencies participate in a forum to learn and share insight about best practices for managing public works risk exposure.

The agenda covered a range of topics essential for public works managers. Highlights included sessions on recent case law, fleet and driver management, contractual risk transfer, and harassment prevention. Attendees commented on the value of the material presented, mentioning that they would recommend this training to co-workers. Other feedback from attendees included the value of meeting peers in their field of work and the use of videos and photos to deliver messaging.

Webinar: The Anatomy of a Police Officer Complaint

The Authority is hosting a webinar on November 6, from 10:00 to 11:30 a.m., regarding the anatomy of a police officer complaint.

Responding to a complaint of police officer misconduct is now a much more complex process due to the new obligations of human resources and police management in administering the complaint and investigation process. This webinar will examine each step of an effective complaint process and provide information on best practices and legal compliance. Attendees will be given the opportunity to ask questions of the speakers.

Workers’ Compensation Webinar: Addressing PTSD in Employee Recovery

The California JPIA is hosting its next Workers’ Compensation Webinar on Thursday, November 14, at 10:00 a.m. This webinar will focus on post-traumatic stress disorder (PTSD) and some of the evidence-based treatment interventions that can help employees during their recovery.

David Vittoria, chief behavioral health officer from Carisk Partners, will be the featured presenter, bringing his 25 years of trauma recovery expertise to an enlightened discussion that will cover the human stress responses and facts about PTSD, including its prevalence, symptoms, and risk factors.

Enhanced Cybersecurity Services Available to Members

The Authority recently announced the official launch of expanded cybersecurity services for members. Triden Group was selected as the preferred provider based on outstanding feedback from six member agencies that participated in a pilot program. Cities like Chino Hills, El Centro, and Commerce praised Triden’s responsiveness, communication, and high-quality results.

Members can now access fully funded cybersecurity services, including a Cybersecurity Maturity Assessment using the National Institutes of Standards and Technology Cybersecurity Framework and internal and external vulnerability scans. The Authority has also secured preferred pricing and a Master Services Agreement for members to engage Triden for additional services, such as penetration testing and incident response exercises.

In addition, the Authority offers access to KnowBe4 for security awareness training, Eagle Eye for cyber risk management, and eRiskHub, a portal for cybersecurity resources and incident response planning.

Capstone Award Finalists to be Honored at 29th Annual Educational Forum

The California JPIA has announced the four finalists for the 2024 Capstone Award, which will be presented at the 29th Annual Risk Management Educational Forum, taking place from October 9 to 11 at the Hyatt Indian Wells. The award recognizes an individual who promotes risk management and minimizes workplace exposure.

This year’s finalists are:

  • Alexa Davis, Assistant City Manager, City of Rolling Hills Estates
  • Dorna Farhadi, Human Resources Manager, City of Laguna Niguel
  • Manuel Enriquez, Parks and Recreation Director, City of Duarte
  • Mary Kingman, District Arborist, Rossmoor Community Services District

Nominated by peers from member agencies, each finalist has demonstrated exceptional leadership in supporting and improving risk management within their organizations. The Capstone Award winner will be announced at a ceremony on October 10, 2024.

California JPIA Welcomes New Member, Foothill Transit

As of July 1, 2024, Foothill Transit is the newest member of the California JPIA. Located in the heart of Southern California and established in 1988, Foothill Transit has provided fixed-route bus transit services for over 35 years. The agency is governed by a Joint Powers Authority comprising 22 member cities within the San Gabriel and Pomona valleys and the County of Los Angeles. The governing board is divided into five regional clusters, which elect representatives annually to serve on a five-member Executive Board.

“During the prospective member process, it was clear that the leadership and staff of Foothill Transit have a proactive and informed approach to risk management,” said Chief Executive Officer Alex Smith. “We are proud to partner with such an excellent organization.”

New MOC Updates Approved by California JPIA Executive Committee

In May, the California JPIA Executive Committee approved updates to the Memoranda of Coverage (MOC) for the Authority’s Liability and Workers’ Compensation programs. These changes aim to make the coverage documents clearer and fairer for members. Note that no major changes were made to the Property Program MOC.

Authority members can download their agency’s personalized MOCs and Program Certificates for 2024–25: Visit cjpia.org, click on Coverage in the top menu, and select either Memoranda of Coverage or Program Certificates. After logging in, members will find their agency’s documents on their organization page in the member portal. For help with myJPIA credentials, members can register or reset their password on the myJPIA login page. The username is your email address.

California JPIA Hosts 2024 Annual Board Meeting

The California JPIA held its 2024 Annual Meeting of the Board of Directors on Wednesday, July 24. The Board of Directors, comprising elected officials from 126 member agencies, governs the California JPIA. These agencies include 100 cities, 19 joint powers authorities, and seven special districts.

Executive Committee President Margaret Finlay, from the City of Duarte, welcomed delegates and greeted Foothill Transit, the Authority’s newest member. “You’re in good hands,” she said. CEO Alex Smith emphasized the Board’s role in keeping the Authority member-focused while presenting an operational overview and strategic plan.

Delegates reelected Mary Ann Reiss from the City of Pismo Beach as Executive Committee vice president. Tom Chavez, Steve Tye, Chuong Vo, and Mark Waronek were also reelected to two-year terms on the Executive Committee.

Celebrating Excellence in Risk Management

At the July Board of Directors’ annual meeting, six Authority members received Risk Management Awards for outstanding risk management practices. The winners are:

Liability Program:

Workers’ Compensation Program:

  • Rossmoor Community Services District
  • City of Camarillo
  • City of Paso Robles

The awards, which recognize members with the best performance in the Liability and Workers’ Compensation programs, are based on claims performance, improvement over time, responsiveness to Loss Control Action Plan (LossCAP) recommendations, participation in loss control programs, and training attendance.

Attorney General Clarifies Brown Act for City Events

On April 18, 2024, California’s Attorney General issued an opinion about State of the City addresses. If a majority of the City Council attends such events, even when hosted by private organizations, they are subject to the Brown Act. This means the public should have access to these meetings.

The opinion was requested by the Ventura County District Attorney after Ventura’s Mayor spoke at an annual breakfast put on by the Ventura Chamber of Commerce. This private group promotes local businesses and required tickets for entry to the breakfast, thereby limiting public access.

Though not legally binding, the Attorney General’s opinion guides public agencies on how courts might interpret the Brown Act, ensuring transparency in government meetings.

HR Network Fuels Success in Imperial County

A small human resources (HR) network is driving success in Imperial County by facilitating the sharing of resources and expanding knowledge among HR professionals.

In today’s world, networking is essential for building connections. Recognizing this, HR professionals in the Imperial Valley, including Shirley Bonillas, HR administrator with the City of Brawley, organically formed a small networking group. “Mostly it is a group of professionals that bring compassion and experience to the table. They are a resource I tap into regularly to make sure my thought process is right on,” said Bonillas.

Innovative Onboarding with Mammoth Lakes’ Path to Success Academy

The Town of Mammoth Lakes has been cultivating ambassadors within its organization through the Path to Success Academy, which educates new and current staff about the agency’s overall goals and vision.

The Path to Success Academy (PSA) was developed to better onboard new employees. Pam Kobylarz, assistant to the town manager, and Jamie Gray, the town clerk and records manager, realized that during the onboarding process, new employees received a firehose of information but didn’t necessarily understand the bigger picture of the organization, its goals, and how they fit in.

“The PSA program serves to break down the silos of our organization as employees from different job functions are brought together in a common learning program,” said Town Manager Rob Patterson. “They learn about other aspects of the organization and how their work impacts others.”

Webinar: Supreme Court Ruling on Johnson v. City of Grants Pass

The California JPIA is hosting a webinar on August 1, 2024, from 2:00 to 4:00 p.m. that will include a comprehensive discussion on the recent U.S. Supreme Court ruling in Johnson v. City of Grants Pass. The ruling has changed how public agencies can enforce ordinances relating to homeless camping, personal property storage, and overnight vehicle camping.

This webinar is only available to Authority members and strategic partners, and there will be an opportunity for attendees to ask questions.

2024 Workers’ Compensation Symposium: Registration Open

Registration is open for the California JPIA Workers’ Compensation Symposium. This year’s Symposium will take place in person on Thursday, August 15, 2024, from 9:30 a.m. to 2:00 p.m. at the Authority’s campus. The annual event provides an opportunity for California JPIA members to hear from numerous industry experts and to meet with the Authority’s panel attorneys and the Athens claims team.

Information presented includes a legal update on recent significant cases, workers’ compensation fraud, current legislative activity, and workplace wellness.

Workplace Violence Prevention Plans

The deadline to implement a workplace violence prevention plan was July 1, 2024. This requirement comes from Senate Bill 553, now part of Labor Code section 6401.9, which says covered California employers must have a plan and train their employees on that plan by this date. 

In May, the California JPIA held a webinar explaining the key parts of the bill and how to conduct facility security assessments. The recording is available online for those members who were unable to attend.

The California JPIA offers several related training courses online, including ones on dealing with threats, active shooters, and de-escalation techniques. More information can be found in the Authority’s May newsletter.

The Authority Seeks Technology Projects Manager – Deadline July 1

The California Joint Powers Insurance Authority has an opening for a Technology Projects Manager. This role is optimal for someone skilled in using technology and data to enhance a high-performing organization. The ideal candidate will have a strong background in managing complex IT projects, business process automation, and software development, using data to drive innovative projects and align the organization’s technology needs with its goals.

Responsibilities include selecting and implementing technology projects, defining project scope, developing schedules, managing budgets, and overseeing resources. The technology projects manager will maintain current software platforms such as Ventiv, CVENT, Cornerstone on Demand, Microsoft Dynamics 365 Marketing, and JW File Handler, while exploring new technologies to improve operations.

Registration Opens for Risk Management Educational Forum

The California JPIA’s 29th Annual Risk Management Educational Forum is being held October 9–11, 2024, at the Hyatt Indian Wells. This year’s theme, Risk Management Confidential, will provide attendees with a noir-esque backdrop to the event, which offers essential insights and strategies in risk management.

Professional drummer Mark Schulman, who has toured with P!NK, Billy Idol, Stevie Nicks, and Foreigner, will be the keynote speaker. Schulman will bring his decades-long career experience to the Forum with a presentation that focuses on how the “rock star mentality” can enhance performance, energy, and mental fitness in the workplace.

Note that the registration process this year has changed. Those wishing to attend the Forum must log in using their unique myJPIA credentials. Therefore, registering someone else for the event will not be possible without that person’s credentials. Additionally, hotel reservations can only be made after registering. California JPIA Seeks Summer Intern for Communications Team

The California JPIA is looking for an intern to join their communications team this summer. This paid internship will last for 10 to 12 weeks and could be extended if schedules allow. The position is primarily remote, allowing for work from home.

The intern will help the Communications Department improve the Authority’s communication with its members. Work tasks and responsibilities will provide real-world experience and the opportunity to build valuable skills.

These tasks include:

  • Helping to organize communications materials, graphics, and images
  • Writing and editing posts for social media
  • Providing research support for digital newsletter articles

Interns will also join team meetings and strategy discussions, help update and create content for various webpages, and may draft stories for The Authority newsletter and news items.

California JPIA Hosts HR Academy in San Diego

The California JPIA hosted its Human Resources (HR) Academy in April at the Rancho Bernardo Inn in San Diego. Over two and a half days, 34 participants from 31 member agencies delved into a comprehensive curriculum covering various topics, including personnel file maintenance, creative recruitment strategies, and the future of DEI.

“Being a part of this HR Academy for the past few days has been truly remarkable,” said Stacy Armacost from the City of San Marcos. “The abundance of takeaways and the relationships formed have truly enhanced my understanding of HR best practices and laws, as well as expanded my professional network. Thank you so much for the experience!”

Accountant Position Open at the California JPIA

The California JPIA is recruiting a skilled accountant to assist its finance team with accounting and financial reporting activities. This role is pivotal in ensuring accurate financial records and timely reporting, as well as improving operational efficiency.

Under the supervision of the finance director, the accountant will cross-train in multiple functions and have duties related to payroll, accounts payable, reconciliations, and a variety of projects that support the Authority’s mission. Collaboration with colleagues and Authority members on diverse projects is a significant aspect of this position.

We are looking for candidates with a knack for numbers and who want to be an integral part of an outstanding public agency committed to excellence. Speaker Tim Rose, a partner with Siegel, Moreno & Stettler, will outline the basic components of psychiatric claims before providing a detailed analysis of the Rolda case, the 2001 decision that lays out the key factors of a good faith personnel defense.

Authority’s Executive Summit Connects Public Agency Leaders

In April, Authority members convened at the Rancho Bernardo Inn in San Diego for the California JPIA’s new Executive Summit. This two-and-a-half-day training event targets tenured city managers and agency chief executives, guiding them in how to effectively establish a culture of risk management at their agencies. Attendees delved into a range of crucial topics, including leading through complexity and chaos, fundamental strategies for effective CEO / governing board relationships, and personal and organizational ethics.

Attendees appreciated the opportunity to exchange views with each other on their everyday challenges, with some commenting on the value of the small groups that facilitated open and honest discussions.

The next Executive Summit is slated for April 2026, with the exact dates and location to be announced closer to the date of the event.

Certification for California JPIA Director Appointments

The California JPIA requires its members to appoint a director and alternate(s) before the Annual Meeting of the Board of Directors, which takes place each July. This procedure is streamlined through an automated certification system. In February, guidelines were sent via email to the clerk of each member agency. Members who have yet to finalize their certification are strongly encouraged to do so promptly.

Authority Webinar: SB 553 and Workplace Violence Prevention

The California JPIA is hosting a webinar titled “Navigating SB 553: Understanding Workplace Violence Prevention Plan Requirements” on Monday, May 13, at 9:30 a.m. Senate Bill (SB) 553, enacted in California on September 30, 2023, mandates covered employers to develop, implement, and maintain a workplace violence prevention plan by July 1, 2024.

This members-only webinar is recommended for designated workplace violence prevention plan administrators and other staff responsible for conducting work area security assessments. The webinar will feature Senior Risk Manager Toni Consolo and Training Coordinator Ryan Thomas providing an overview of the law. Dr. Steve Albrecht will offer training on conducting site security assessments

California JPIA’s Public Safety Academy Empowers First Responders

The California JPIA recently held its Public Safety Academy, an educational event aimed at enhancing the knowledge and skills of police and fire command staff. With 40 attendees from 23 member agencies, the event saw enthusiastic participation and engagement.

Covering important topics such as workplace stress reduction, constitutional policing issues, and legislative updates, the Academy provided valuable insights for attendees. “Overall, an excellent program with a great amount of information and learning,” stated Todd Haroutunian, fire captain with the City of La Verne, while Mick Gaglia, acting police captain with the City of Hermosa Beach called out the instructors and atmosphere at the Academy — “Outstanding information, great instructors, and a very relaxed feel to the class.”

The success of this event underscores the commitment of the California JPIA to empower its members with relevant and timely information, fostering professional growth and effectiveness in public safety.

Management Academy Provides Insights on Public Sector Leadership

The California JPIA hosted its Management Academy in March at the Allegretto Vineyard Resort in Paso Robles. Over two and a half days, the event attracted 50 participants representing 35 member agencies. Diving into important topics such as the role of the public sector supervisor, claims prevention, conflict resolution, and leadership credibility, attendees praised the insightful sessions led by expert speakers. They also appreciated the chance to connect and exchange experiences with peers.

The next Management Academy is scheduled for September 17–19, 2024.

Parks & Recreation Academy held in February

The California JPIA’s Parks & Recreation Academy was held on February 13–15 at the Rancho Bernardo Inn in San Diego. The Academy, a two-and-a-half-day training event, is designed to address the challenges and responsibilities of managers and supervisors and provide them with knowledge, techniques, and solutions. Attendees gained valuable insights on playground safety, defending your agency against playground litigation, background checks for volunteers and part-time employees, and contractual risk transfer. 

 “I loved the Academy,” said attendee Anthony Nguyen. “As a new supervisor who has dealt with contracts and insurance in a limited capacity, this has been extremely helpful.”

California JPIA Offers Magnus Leadership Training for First Responders

The California JPIA is partnering with the  National Command and Staff College to provide our member police and fire personnel access to MAGNUS Leadership and Resiliency Training. This two-day, in-person, classroom training—provided at no cost to members—will take place April 17–18, 2024, at the Authority’s campus in La Palma. This course is a theoretical, scientific, and practical approach to enhancing leadership performance and well-being skills, taught by instructors retired Chiefs David Dominguez and Mark Garcia. It teaches attendees positive tactical intelligence and psychological triggers to activate deeper self-awareness, self-control, and resilience techniques for enhanced performance and well-being.

Workers’ Compensation Webinar Recording Available to Members

A recording of the California JPIA’s webinar, Technological Advances Enhancing the Claims Experience, is available to Authority members in myJPIA. The webinar, which was held on February 15, featured a panel of Authority partners discussing new technological advances that help enhance the claims experience. Topics covered included:

  • Level of communication post-injury to employees and the ability to provide customized messaging
  • An app-based program that helps employees with their home exercises as they rehabilitate from an injury
  • Overview of how artificial intelligence is assisting with the review of medical records

Registration Open for the Authority’s New Executive Summit

Registration is open for the California JPIA’s new educational offering, the Executive Summit, a learning opportunity taking place April 9–11, 2024, at the Rancho Bernardo Inn in San Diego.

Limited to 30 attendees, the Summit provides tenured city managers and public agency chief executives with a unique opportunity to network, learn, and exchange ideas on risk management. The Summit, which will be held every other year, promises to offer valuable insights into personal and organizational ethics, leading through complexity and chaos, fundamental strategies for effective CEO / governing board relationships, and more.

Human Resources Academy Registration Opens

Registration requests are now open for the California JPIA’s Human Resources Academy scheduled for April 23 through 25, 2024, in San Diego. The Academy, tailored for human resources professionals, offers a unique learning experience set in an intimate group environment, away from the traditional office setting. Topics on the agenda include legal updates, creative recruitment strategies, and personnel file maintenance.

Note that due to the large number of requests received, registration is not guaranteed. During the week of March 18, registrants will either receive a confirmation notice or a notice that they have been placed on a waiting list.

Annual Board of Directors Meeting – Save the Date

The Board of Directors will hold its annual meeting on Wednesday, July 24, 2024, at 7:00 p.m. at the California JPIA’s La Palma campus. The agenda will feature discussions on the annual report, strategic plan, and operational updates. The meeting will also include the Authority’s Risk Management Awards, the election of Executive Committee members, and the presentation of the proposed budgets for fiscal years 2024–25 and 2025–26.

Member agency clerks received certification details earlier in February. Agencies yet to certify their primary delegate and alternate to the Board of Directors should complete this by February 26. Risk Management Academy Held in January

The California JPIA’s Risk Management Academy was held in January at the Tommy Bahama Miramonte Resort in Indian Wells. The Academy, a two-and-a-half-day training event, is geared toward employees at public agencies who have primary risk management responsibility and manage their agency’s risk exposure. Attendees gained valuable insights on topics including contractual risk transfer, loss history analysis, workers’ compensation, and understanding liability claims.

“The engaging and informative speakers provided me with a lot of new knowledge and pointers to take home to my city,” explained attendee Vanessa Lassooy. “It’s also been a wonderful opportunity to network and bounce off ideas and share experiences with my peers.”

The next Risk Management Academy will be held January 14–16, 2025, in San Diego.

The Authority’s academies are multi-day training seminars which focus on a specific public sector discipline and provide attendees with opportunities to interact with their peers and share real-world challenges and successes. Authority Webinar Explores Tech Advances Improving Claims Experience

The California JPIA will host its next Workers’ Compensation Webinar on Thursday, February 15, at 10:00 a.m. Attendees will learn about new technological advances being utilized by Authority partners and how these advances can help enhance the claims experience.

Topics covered include:

  • Level of communication post-injury to employees and the ability to provide customized messaging
  • An app-based program that helps employees with their home exercises as they rehabilitate from an injury
  • Overview of how artificial intelligence is assisting with the review of medical records

California JPIA Holds Webinar on Employee Off-Duty Cannabis Use

The California JPIA hosted its first webinar of the year—Keeping Compliant with AB 2188 and SB 700: Employee Off-Duty Cannabis Use—on January 10, 2024. A total of 106 participants attended the webinar, including members, business partners, and Authority staff.

Kelly Trainer Policky, the California JPIA’s employment practices manager, welcomed attendees and provided an overview of the implications of two state bills regarding employee off-duty cannabis use (AB 2188 and SB 700) and their effects on employers.

Public Safety Academy Registration Now Open

Registration is currently open for the Authority’s Public Safety Academy, an educational event tailored for police and fire command staff. Scheduled for March 12 through 14 in Paso Robles, this academy offers a unique opportunity for attendees to learn best practices in risk management for their public safety departments. The comprehensive curriculum encompasses subjects such as new laws, constitutional policing issues, and strategies to reduce workplace stress. Given the limited space, members of the California JPIA are encouraged to secure their participation promptly. Form OSHA 300A Posting

Reminder – California employers must post their Form 300A, Annual Summary of Work-Related Injuries and Illnesses, on February 1, 2024, and keep it posted through April 30, 2024. Form 300A provides a summary of the total number of work-related injuries and illnesses that occurred in 2023 and were logged on OSHA Form 300. The form must be posted in a location where employee notices are usually posted and must not be altered, defaced, or obscured during the posting period. Agencies that need to submit electronically must do so before March 2, 2024. Members who participate in the Authority’s Workers’ Compensation Program will receive a partially completed Form 300A and instructions for completing and posting the form from Athens.

California JPIA Launches Supervisor Essential Skills Training Program

The California JPIA’S Supervisor Essential Skills Training Program is now accepting applications for its inaugural 2024 session. Aimed at public sector managers and supervisors, the program provides essential skills to navigate the dynamic demands of their roles.

Designed for supervisors at all levels, the program offers nine one-day, in-person courses covering topics like communication, conflict management, and diversity management. Participants must attend all courses, scheduled from February to November 2024, at various California locations.

Registration is limited, and interested parties must apply. Acceptance notifications will be sent at least two weeks before the first course begins.

  • Track 2, Location – La Quinta: January 24

Management Academy Registration Opens

Registration is open for the California JPIA’s Management Academy. The Academy, geared specifically to new managers and supervisors, is being held from March 5 to 7, 2024, and presents an opportunity for professional development.

The Academy’s program aims to provide practical insights for enhancing team performance and motivation within the complexities of today’s work environment. Topics covered include conflict resolution, improving employee performance, and the role of the public sector supervisor. Additionally, participants will gain valuable knowledge on conducting effective performance appraisals.

Webinar on California’s Expanded Cannabis Employment Anti-Discrimination Laws

The California JPIA is hosting a webinar on January 10, 2024, from 10:00 to 11:00 a.m. to explore the recent changes in California’s employment landscape related to cannabis use. The focus will be on two new laws, AB 2188 and SB 700, effective on January 1, 2024. Kelly Trainer Policky, the Authority’s employment practices manager, will guide participants through the complexities of compliance.

Key topics covered in the webinar include changes in drug-testing protocols, necessary modifications to existing agency policies and procedures, and compliance requirements for workplace drug and alcohol policies. This webinar will also highlight resources available from the Authority to support members in adapting to the new requirements.

Defend Against Ransomware – CISA Online Training

The California JPIA is notifying information technology professionals and cybersecurity administrators within its membership about an important online training event on December 7, 2023. Running from 6:00 to 10:00 a.m., the event, titled “Defend Against Ransomware Attacks Cyber Range Training,” addresses the growing risk of ransomware incidents.

Given the increase in ransomware attacks and their potential impact on critical infrastructure, the training, presented by the Cybersecurity and Infrastructure Security Agency (CISA), will present participants with essential information, including common applications and processes that strengthen network defenses and key terms for effective ransomware prevention.

The California JPIA Holds Management Academy in Indian Wells

The California JPIA recently held the Management Academy in Indian Wells. The Academy, which took place in October, focused on key subjects such as improving employee performance, a manager’s role in preventing claims, and leadership strategies to help employees work together more effectively. The Academy attracted 49 participants from 33 member agencies who were ready to learn how to help improve the performance, motivation, and commitment of employees. Through a series of workshops and presentations, attendees were provided with valuable insights and strategies to use in their roles as managers or supervisors.

California JPIA Hosts Workers’ Compensation Webinar to Address Labor Challenges

The California JPIA is hosting the next installment of its Workers’ Compensation Webinar series on Thursday, November 9, at 10:00 a.m. focusing on the labor shortage and aging workforce challenges. As older workers remain in their jobs longer and short-tenured workers rapidly fill vacant positions, preventing injuries has become more difficult. Safety National’s Senior Medical Manager Stacy Whalen and Director of Risk Services Ed Pratt will review how the aging workforce leads to more injuries, thereby increasing medical costs and lost work time. The webinar will also cover how factors such as employee training and wellness programs can help prevent injuries.

Virtual Risk Managers Roundtable to Address Recent Case Law and City Impact

The California JPIA is hosting a virtual Risk Managers Roundtable on Tuesday, November 7, from 1:00 to 2:00 p.m. regarding recent case law outcomes and new developments impacting cities. The roundtable, led by David Ferrante-Alan with Wesierski & Zurek LLP and Dan Barer with Pollak, Vida & Barer, is set to address critical topics such as sidewalk inspections, arborist agreements, and the significance of non-disclosure of certain safety program documents. The event will also highlight a beach city’s successful initiative to reduce vehicle vs. bicycle accidents.

Liability Summit 2023 Provides Legal Insights from the Past Year

The California JPIA’s Annual Liability Attorney Summit, which was held in September at the Authority campus in La Palma, hosted 47 participants who gathered to learn, share information, and network. California JPIA Liability Program Manager Paul Zeglovitch welcomed attendees and provided a presentation on the state of the liability program. The opening session was an open forum that allowed counsel to share their experiences from the past year, leading to lively and informative discussions.

Expert sessions included David Ferrante-Alan’s insights into the anatomy of a successful design immunity motion for summary judgment, which addressed the importance of design immunity for public entities facing dangerous road condition cases. The Summit also featured a trial counsel roundtable, discussing depositions, witness preparation, and trial execution. Appellate specialist Dan Barer provided an update on critical cases affecting the defense of Authority members, and the day concluded with a presentation by Ed Richards on a case with potential implications for members. The summit served as a valuable opportunity for the liability team to collaborate and share expertise.

The Liability Summit is an annual event typically held in the summer in which the Authority’s defense counsel can gather and discuss emerging case law, litigation strategies, and liability claims trends. Registration Open for New Training Registrars Academy

Registration is currently open for the Authority’s new Training Registrars Academy being held from November 13 through 16, 2023, in Indian Wells. This event, geared toward Caliornia JPIA members tasked with managing the training for other employees, is a one-day academy, split over two “half” days. The Academy provides attendees with a hands-on and enhanced understanding of the Authority’s learning management system (myJPIA) and training program. Attendees will learn how to utilize the full functionality of myJPIA, including navigating the catalog, registering other employees for training, designing playlists, and more. Attendees will also learn how to engage with their regional risk manager and training staff to develop annual training plans.

Audrey Cray Wins the 2023 Capstone Award

Audrey Cray, Pacific Grove’s finance and risk manager, received the Authority’s Capstone Award at the California JPIA’s 28th Annual Risk Management Educational Forum. Besides being a proactive risk manager across city departments and operations, Cray was instrumental in spearheading the city’s Safety Incentive Program, requiring departments to participate in basic safety activities and rewards employees who go above and beyond the standard requirements.

The Capstone Award is presented annually to an individual at a member agency who exemplifies the practice of risk management by supporting risk management efforts, coordinating risk management goals and programs, and mitigating risk exposures for their agency.

The California JPIA Opens Recruitment for Three Positions

The California JPIA is currently recruiting for three positions: maintenance worker, risk services director, and technology manager.

  • Maintenance worker: The Authority seeks a skilled maintenance worker to maintain and enhance its facilities. Ideal candidates will possess hands-on expertise and be well-versed in semi-skilled to skilled maintenance and repair work.
  • Risk services director: The role of risk services director requires strong communication and collaboration skills. This position will focus on guiding the Authority’s risk management staff and developing new risk management programs.
  • Technology manager: This role involves managing technological solutions that drive the Authority’s mission forward. That includes maintaining current software platforms while identifying emerging and more effective platforms.

Risk Management Award Winners Announced at Board of Directors Meeting

At the Annual Meeting of the Board of Directors this July, five members received Risk Management Awards for demonstrating superior risk management practices. The winning agencies were Town of Mammoth Lakes, Midpeninsula Regional Open Space District, City of Mission Viejo, City of Poway, and City of San Marcos.

The Authority’s Risk Management Awards recognize members who have demonstrated the best overall performance in the Primary Liability and the Primary Workers’ Compensation Programs. For more details, see the Authority’s July newsletter.

The Authority’s 2023 Annual Meeting

The California JPIA hosted its 2023 Annual Meeting of the Board of Directors in July, attended by delegates from 80 member agencies representing cities, joint powers authorities, and special districts. The Board, comprising elected officials from 126 member agencies, convened to discuss the organization’s operational overview and plans for the year ahead. Chief Executive Officer Alex Smith highlighted the event as an opportunity to foster camaraderie among members and share insights into the Authority’s activities, and Executive Committee President Margaret Finlay extended a welcome to new members.

Virtual Risk Managers Roundtable Addresses Code Enforcement Officer Safety Standards

Authority members are invited to attend a virtual Risk Managers Roundtable discussion on Code Enforcement Officer Safety Standards on Monday, July 31, from 1:00–3:00 p.m.

Code enforcement officers are charged with enforcing public health and safety laws in cities throughout California. Their enforcement duties include a broad range of laws covering everything from homelessness to substandard housing, mold and lead, pest and animal control, and many other situations in which they face threats, risks, and hazards. State law, Senate Bill 296 (SB 296), requires all public agencies that employ a code enforcement officer to adopt safety standards specific to code enforcement officers that appropriately address their safety exposures.

Attendees are encouraged to bring questions and join the conversation on issues including:

  • The wide range of code enforcement officers’ duties and a public agency’s potential liability
  • Occupational hazards
  • Compliance with SB 296 to include examples

The California JPIA Hosts Successful Public Works Academy

The California JPIA recently concluded its Public Works Academy in June, attracting 39 attendees representing 32 member agencies. The California JPIA recently held the Newly Elected Officials Academy in Huntington Beach. The Academy attracted 21 participants from 17 member agencies who were ready to enhance their understanding of local governance. California JPIA Risk Managers Roundtable Highlights Code Enforcement Officer Resources

The California JPIA recently hosted a roundtable discussion about code enforcement officer safety standards. As part of the Authority’s Risk Managers Roundtable series, the event brought together professionals in the field to address occupational hazards, compliance with California Senate Bill 296, and best risk management practices.

Authority members who were unable to join the event can participate in the Authority’s new Code Official Safety Specialist training program and access the CACEO Recommended Code Enforcement Officer Safety Guiding Principles, prepared by the California Association of Code Enforcement Officers (CACEO).

The California JPIA’s Elected Officials Summit Educates Officials with Essential Risk Management Skills

The California JPIA’s Elected Officials Summit, held in May, saw 18 elected officials from 14 different public agencies participate in educational sessions designed to provide a comprehensive understanding of the fundamental concepts and practical applications of risk management. Geared toward officials who have been in office for more than two years, the Summit focused on laying the foundation for integrating risk management as a core organizational practice.

The agenda covered a range of topics essential for elected officials. Highlights included navigating social media responsibly, strategies for effective governing, and developing constructive working relationships with fellow elected officials.

Hotel Rooms Filling Up Fast for Highly Anticipated Educational Forum

Members and business partners of the California JPIA who are planning to attend this August’s Risk Management Educational Forum should make their accommodations at the Omni La Costa Resort as soon as possible. Human Resources Professionals Gather for a Successful Academy

The California JPIA wrapped up its 2023 Human Resources (HR) Academy in April. The two-and-a-half-day event, held in Indian Wells, was an outstanding success, with attendees gaining valuable insights on a range of topics including creative recruitment strategies, managing leaves of absence, and reducing workers’ compensation costs.

Member Resource for Driver Safety: Embark Safety Program

The California JPIA held a series of webinars in April on the Embark Safety program, a member resource to enhance motor vehicle report monitoring. This innovative tool is designed to streamline the monitoring process and ensure driver safety and compliance, with features including real-time notifications for violations, web-based access to Department of Motor Vehicle driver record information, and California Vehicle Code violation decoding. With these features, members can monitor driver behavior and take corrective action to minimize the risk of accidents and violations.

Registration Open for 2023 Risk Management Educational Forum

Registration is open for the Authority’s 28th Annual Risk Management Educational Forum, It’s, Like, Totally Risk Management. The Forum will feature keynote speaker Olympic gold medalist Scott Hamilton, one of the world’s most recognized figure-skating stars, and will be held at the Omni La Costa Resort in Carlsbad from August 30 through September 1, 2023. Session topics at this year’s Forum include responding to cyber incidents, managing disaster recovery, well-being as a tool for success, abuse prevention solutions, and investigating accidents.

While Forum registration is at no cost to members of the California JPIA, registration does not include hotel accommodations. Workers’ Compensation Webinar: Long COVID

The California JPIA is hosting a workers’ compensation webinar on Thursday, May 11, at 11:00 a.m. This webinar addresses the topic of long COVID and features Dr. Austin Apremian from St. George’s Medical Clinic, who will draw upon his experience as a front-line occupational medicine physician to address the following issues:

  • When a patient is considered to have long COVID
  • The particular risk factors that make employees more likely to have lingering symptoms
  • Treatment approaches that best address long COVID

Registration Open for the May Elected Officials Summit

Registration is open for the Authority’s Elected Officials Summit, being held from May 15 through 17, 2023, at the Allegretto Vineyard Resort in Paso Robles. The Elected Officials Summit is designed for tenured elected officials who have been in office longer than three years and provides both hands-on training and opportunities to share experiences with peers from other agencies across the state.

Board of Directors Certification Due

The California JPIA asks members to annually certify a designated California JPIA Director and Alternate(s) before the Board of Directors meeting, which is held each year in July. The Authority has an automated certification process that is efficient and paperless. In February, an email containing directions on completing the certification was sent to each member agency’s clerk. Members who have not yet completed their certification are encouraged to do so as soon as possible.

Human Resources Academy Registration Requests Being Accepted

Registration requests are being accepted for the California JPIA’s Human Resources Academy, April 25–27, 2023, in Indian Wells. Taking place in a small group setting away from the office and featuring interactive group exercises, this academy is designed for Authority members who are human resources professionals.

2023 Capstone Award: Call for Nominations

Nominations for the 10th Annual Capstone Award are currently being accepted through April 12, 2023. The Authority presents the Capstone Award each year at its Risk Management Educational Forum to an individual who best exemplifies the practice of risk management in the public sector. The Authority is enlisting the help of its members to identify those hardworking individuals who work behind the scenes to manage risk and ensure that their agency runs smoothly.

Risk Management Professionals Attend the Authority’s 2023 Academy

The California JPIA’s Risk Management Academy was held in January at the Allegretto Vineyard Resort in Paso Robles. Twenty-nine attendees from 27 member agencies took part in the two-and-a-half-day academy, which covered topics such as understanding liability claims, fleet and driver management, tools for practical risk management, and workers’ compensation. “The trust session was my personal favorite, but all of the sessions were valuable,” said Todd Mitchell from Ventura Port District.

The Authority’s academies are multi-day training seminars which focus on a specific public sector discipline and provide attendees with opportunities to interact with their peers and share real-world challenges and successes. STOPit: A New, Fully Funded, Anonymous Reporting Program for Authority Members

The California JPIA has partnered with STOPit Solutions to deliver a comprehensive Anonymous Reporting System and Safety Program for Authority members. These resources help staff in their efforts to create safer and healthier workplaces.  

STOPit deters inappropriate behavior in the workplace by allowing individuals to report behaviors such as harassment, sexual misconduct, threats, mental health issues, and other safety concerns at any time, including directly from their phones.

Annual Board of Directors Meeting: Save the Date

The Board of Directors annual meeting will be held on Wednesday, July 19, at 7:00 p.m. at the California JPIA’s La Palma campus. Meeting topics typically include the annual report, strategic plan, and operational update. In addition, the Authority’s Risk Management Awards are presented, and an election of Executive Committee members is conducted.

Certification information was sent to member agency clerks in January. Members who still need to certify their primary delegate and alternate to the California JPIA Board of Directors should do so as soon as possible. Q1. What are you doing with regard to succession planning?

Andy Hall

  • Andy created a culture of growth by establishing a friendly environment within the city.
  • Established a “go-to” person for staff and a “go-to” person for the community, including the navy, residents, council, Port of San Diego, etc.
    • The Assistant City Manager became the Chief Administrative Officer handling all staff issues and day-to-day city management.
    • The City Manager is out in the community attending community meetings and working side-by-side with staff on issues important to the community, like homeless encampment cleanups.

Chris Constantin

  • Chris joined an agency with a low turnover when a 20-year city manager retired.
  • He’s established a culture of getting work done by jumping in and taking on tasks with staff.
    • He’s been on ride-a-longs and filled in potholes with the streets division.
  • He likes to be visible to the front-line staff and the public.
  • He shares much of the council’s actions and dealings with staff so they are aware.
  • He does struggle with employees and getting them to stretch within their roles.

Jim Lewis

  • Jim believes it’s a talent war. He knows the next best person for a position is a person they have internally.
  • They look at who will most likely retire and then identify the all-stars who can replace them.
  • They create career paths for the all-stars to fill in the voids.
  • Takes compensation studies very seriously.
  • Tries to make job assignments more flexible.
  • Very involved at conferences because employees are their best recruiters as part of their succession planning. Has a hefty training budget. Never cuts the training budget to help people grow.

Jon Shull

  • Believes that the top executive must have a solid second in command.
  • Another person should be in the room for significant decisions so they can have a broad perspective of the agency’s issues.
  • The number two should be exposed to the entire agency, not just their specific department.

Q2. What do you do in terms of training and educating your employees?

Jim Lewis

  • One of the most important things for people today is professional development.
  • They want to know they are being grown to handle the next step.
  • Pismo reimburses employees for their degrees.
  • Sends a ton of people to conferences.
  • Believes you can’t think, “What if you train people and they leave?” But “What if you train them, and they stay?”
    • You can end up with loyal, happy employees.
  • They have an internal Management Academy and want their managers to understand other departments and how their role intersects with other departments.
  • Invests in regional leadership academy and Center for Organizational Effectiveness programming.
  • They allow employees to take risks and make mistakes.
    • Employees know they can fail because Pismo wants them to take risks and push forward.

Chris Constantin

  • Employees that want to grow sometimes leave for other jurisdictions because they can only grow so much in their communities.
  • Trains employees to maintain their skills, enhance their skill set, and expand their knowledge into other areas so they can go out and get a skillset that will help at a new job they want to have.
  • Establishes three types of academies for staff to progress through.
    • A foundational academy that every city employee goes through initially to understand the basics of how government functions.
    • A supervisory/managerial academy, which gives skillsets to understand the human resources interactions that occur when you supervise/manage people and the accountability that goes with it.
    • An executive academy, which is typically for directors, but is offered to every employee.
  • Sits down with staff and asks them where they want to be in one year, three years, or five years.
    • He wants to help mentor staff so they grow and know where they want to grow.

Andy Hall

  • Takes education very seriously.
  • Tries to put every one of their employees on a career path.
  • They have helped employees get an education by flexing their salary.
    • People have gone on to get a master’s degree with this option.

Q3. How are you considering succession planning during the hiring process?

Chris Constantin

  • It’s hard to succession plan during hiring because sometimes you are lucky to have a candidate.
  • We have to look at what makes a good employee foundationally.
  • Maybe the candidate isn’t a rock star in everything, but San Dimas wants employees who will stretch themselves and are willing to learn and grow.

Jim Lewis

  • The perfect candidate is a unicorn.
  • They look for what is in a person’s heart, work ethic, passion for the job, etc.
  • Hire for fit, but don’t feel you must hire anyone.
  • When hiring, consider – under-hiring and grooming the perfect person from the beginning.
  • They are very intentional about clarifying what Pismo beach stands for with new hires.
  • They provide their new employees with swag to make them feel a part of the team from day one.
  • They work with the local junior college to create a hiring pipeline for their city.
  • They host a leadership day with city managers from neighboring cities to whet the appetite of high school students and get them interested in local government.

Andy Hall

  • In 2017, Imperial Beach’s Finance Director was murdered on vacation. The sudden loss left the city reeling.
    • IB hired a seasoned finance director who would only stay for a three-year contract.
    • They then hired a finance manager who was told on day one that they needed to learn everything they could to take the finance director’s position once their three-year contract concluded.
  • It’s a privilege to know every employee by name. As a city manager in a small city, you must meet with employees, get to know them, understand their strengths and weaknesses, and how they can grow.
  • When you are such a small organization, you can hire for fit, train for skills and potentially change the direction of a position based on the skill set of the new hire.

Q4. What are you doing to retain employees? What are you doing to create a culture of change within your agency?

Andy Hall

  • Tries to make IB a city with a culture where people love to come to work.
  • Wants employees to have fun because they get more done when they enjoy their work.
  • Has many wellness activities and free time games like softball and basketball.
  • Wants his employees to know he loves and cares about them, creating a culture and environment where they feel appreciated and valued.

Jim Lewis

  • Culture, culture, culture is so vital to retaining your employees. You need to have a unique culture that employees can get behind.
  • What is your brand? What is the value proposition for your employees?
  • Pismo’s brand is “‘cuz we’re Pismo!” It manifests in a swagger and pride in being a City of Pismo Beach employee.
  • They carry a “values and mission” card, and people feel they are part of a team.
  • Remodeled city hall and included an employee lounge with couches, video games, and pictures of employee groups on the walls.
  • Believes a vital mission and focus are critical to culture.
  • Closes the city for a day to mix employees and departments up.
  • The executive team and the council serve lunch.
  • It’s like a pep rally, but they also work to see if their brand proposition still holds water with the team.
  • They have a think-tank-style event with analysts to get a new perspective on essential employee issues.
  • Ties to take individual staff members to lunch to thank them for their hard work.

Chris Constantin

  • San Dimas used a 5-step compensation schedule that employees usually maxed out at about year two.
    • He changed the salary table from 5% to 2.5% to extend the table. The fact that they can keep the pay increases going for a more extended period is ideal.
  • Has bowling tournaments against other cities to encourage group camaraderie.

Q5. What are you doing to create a culture of change within your agency? 

Chris Constantin

  • Ask the question, “why?” Keep asking the “why” to get down to the root of the problem.
  • Have staff start thinking, “What is the purpose of doing this?”
  • Use the technique of the five “whys” to get to the root of problems.
  • San Dimas had a recreational hiking program that for years charged participants $2 each. He began asking why each person was charged $2 and it opened a discussion as to whether it was good practice to do so in the grand scheme of things. (e.g., staff time involved, little revenue received, etc.)

Questions from the audience

  • What happens when director-level staff gets defensive that a CM is interested in all employees?
  • Tell directors that you want to round out the culture and that you want to be an approachable city manager.
  • Have a season where you learn people’s names and how the organization works.
  • Tell your directors that you are a coach and an encourager. You will not undermine directors but want to get to know the employees.
  • Have conversations with your department heads and create a sense of urgency with them to work on the culture change.
  • What can we do as a profession?
  • Volunteer to be a guest in a class to help with how things work in local government.
  • Host students who want to shadow a local government official.
  • Every department has an internship position. They have hired two full-time employees from the internship program.
  • How have you adapted to this post COVID zoom world, and how has that impacted your culture?
  • The hardest thing for IB was to ask employees to stay home when they wanted to go to work.
  • San Dimas – Brad McKinney was the interim CM and was back operating 100%. In Chico, they completely shut down and were working hybrid.
  • The reality of the situation we are in is that we are going to be mixing and matching a hybrid workforce.

Registration Open for Leadership Academy

Registration requests are being accepted for the Authority’s Leadership Academy, to be held March 28–30, 2023, in Indian Wells. This academy is designed for senior management-level employees and department directors at public agencies and will focus on the increasingly complex and challenging demands on local governments in an era of limited resources. Topics covered at the Leadership Academy include developing new programs, writing grants, staff, ADA requirements, and more.

Form OSHA 300A Posting

The Authority is reminding its members that the Occupational Safety and Health Administration (OSHA) and the California Division of Occupational Safety and Health (Cal/OSHA) require employers to post Cal/OSHA Form 300A between February 1 and April 30, 2023. Form 300A provides a summary of the total number of job-related injuries and illnesses that occurred in 2022 and were logged on Cal/OSHA Form 300. The form must be posted in a location where employee notices are usually posted, and must not be altered, defaced, or obscured during the posting period. Members who participate in the Authority’s Workers’ Compensation Program will receive from Athens a partially completed Form 300A and instructions for completing and posting the form. For questions involving Form 300 or Form 300A, members should contact their regional risk manager.

Authority Staff Earn Certifications and Designations

To better their ability to serve members, several Authority staff earned certificates and designations in 2022. Management Analyst Abraham Han earned his Associate in Risk Management (ARM) designation, Senior Risk Manager Maria Galvan received her Chartered Property Casualty Underwriter (CPCU®) designation, and Senior Risk Manager Alex Mellor is now a Certified Ergonomic Assessment Specialist.

The Authority congratulates these staff members on their commitment to continuing education and dedication to working on behalf of the Authority’s members.

SB 1127 Webinar Recording Soon Available to Members

A recording of the California JPIA’s webinar regarding Senate Bill 1127 (SB 1127) will be available to Authority members in the coming weeks. The webinar, which was held in November, featured panel presenters providing their perspectives on the bill’s impact to the California JPIA and its member agencies. SB 1127 fundamentally changes the way presumptive workers’ compensation claims are handled, including:

  • increased temporary disability period for cancer claims

A Look Back: ReClaim Awareness Campaign on Governmental Immunity

The California JPIA’s ReClaim loss-mitigation campaign has focused on three specific governmental immunities: hazardous recreational activity immunity, design immunity, and trail immunity. These topics were chosen because claims in these areas represent the greatest impact to members, including cost, reputation, and organizational disruption.

Supported by California JPIA staff with expertise in member services, training, and liability programs, the ReClaim campaign has provided new and existing resources including a dedicated set of web pages, videos, white papers, infographics,  newsletter articles, and other materials to help members develop a deep understanding of immunity-related claims.

ReClaim: Trail Immunity

Trail immunity is the third of three specific governmental immunities that the California JPIA’s ReClaim campaign has highlighted over the last year.

Trail immunity (CA Govt. Code Section 831.4) protects public entities from liability for injuries caused by a condition of a recreational trail. Applying to paved and unpaved or natural trails, the immunity is intended to encourage public agencies to provide and maintain trails and recreational areas open to the public. A trail will typically retain its immunity protection, provided the condition complained of is an integral part of the trail or directly related to the trail itself rather than the land independent of a trail.

ReClaim is an awareness campaign geared toward employees at all levels of the Authority’s members. California JPIA to host Workers’ Compensation Webinar on SB 1127

The California JPIA is hosting a webinar on November 10 from 10:00 to 10: 45 a.m. for member agencies to discuss Senate Bill 1127 (SB 1127). SB 1127 will fundamentally change the way presumptive workers’ compensation claims are handled, and this webinar will address specifics of the bill, including:  

  • increased temporary disability period for cancer claims 
  • reduced discovery period for presumptive claims 
  • penalties associated with “unreasonable denials”

New and Updated Resources Available for Members

The Authority has a new resource, Hot Work Procedures and Permits, and an updated resource, Drug- and Alcohol-Free Workplace Policy, available to members.

The Hot Work Procedures and Permits resource includes procedures to protect agency staff from injury and illness and to protect property from damage by fire resulting from flames, sparks, or other ignition sources. The permit section includes a safety checklist and areas for emergency numbers, fire rescue procedures, permit retention information, and more.

The Drug- and Alcohol-Free Workplace Policy template replaces an older version of this resource. The template’s purpose is to help public agencies promote and maintain a workplace that is free of drugs and alcohol and to discourage substance abuse by employees. Note that there will be additional revisions to this template after January 1, 2024, in order to comply with AB 2188, which Governor Newsom signed into law in September.

2022 Capstone Award Finalists Selected

The 2022 Capstone Award finalists have been selected and will be honored at the Authority’s annual Risk Management Educational Forum. The Capstone Award is presented each year to an individual who best exemplifies the practice of risk management in the public sector. This year’s finalists will receive a travel stipend to the Forum and complimentary hotel accommodations during their Forum stay at the Hilton Santa Barbara Beachfront Resort. The Capstone Award winner will be announced during a ceremony at the Forum. 

The five finalists are:

  • Jorge Garcia, City of Pismo Beach, 
  • Erika Herrera, City of Fillmore, and

MAGNUS Training

The California JPIA has partnered with National Command and Staff College to provide member police and fire personnel access to MAGNUS Leadership and Resiliency Training. This two-day in-person classroom training – provided at no cost to members – will take place October 11–12, 2022, at the Authority’s campus in La Palma. This course is taught by instructors Dr. Mitch Javidi, retired Chief David Dominguez, and retired Chief Mark Garcia. It teaches attendees positive tactical intelligence and psychological triggers to activate deeper self-awareness, self-control, and resilience techniques for enhanced performance and well-being.  

Sworn officers in attendance will receive 16 hours of Continuing Professional Training (CPT) for the State of California Commission on Peace Officers Standards and Training (POST) upon completion. Breakfast and lunch will be provided during both training days, and discounted hotel rooms are available for those traveling. Visit the information page to register. 

Annual Board of Directors Meeting Returns to La Palma Campus

The Annual Board of Directors Meeting returned to the Authority’s La Palma campus for the first time since 2019. Held on July 20, 2022, and presided over by Executive Committee President Margaret Finlay, the meeting included 131 attendees with representation from 77 member agencies.

The meeting featured Executive Committee elections, recognition of the 2022 Risk Management Award winners, and a presentation of the Authority’s recent activities and initiatives. Another first for the event was an educational session preceding the meeting. Read more about this meeting in the Authority’s July newsletter. The next Board of Directors meeting will be held on Wednesday, July 19, 2023.

The California JPIA’s Management Academy, which is geared toward entry-level managers and supervisors, will be held September 20-22, 2022.

The academy provides participants with unique approaches to help improve the performance, motivation, and commitment of employees in an ever more complex and regulated employment environment.  Attendees will explore their role as a manager or supervisor, understand how values and ethics impact decisions, review a decision-making process appropriate for public sector managers, learn the four elements of effective performance appraisals, and more.

An EOC, sometimes referred to by other parties as a Certificate of Insurance (COI), provides proof of liability (including auto liability) and workers’ compensation coverage. EOCs are commonly issued to third parties, such as individuals, vendors, companies, school districts, and other agencies. The Authority encourages members to review all current EOCs listed to identify those that should be reissued or are no longer needed.

Senate Bill 1127 Impacts California Workers’ Compensation Claims System

On June 22, 2022, Senate Bill (SB) 1127 was approved by the California State Assembly Insurance Committee and referred to the California State Assembly Appropriations Committee for review. Among other provisions, SB 1127 seeks to amend existing workers’ compensation law by reducing the decision timeframe an employer has to accept or deny a claim from 90 days to 75 days. This reduced time frame has raised concern among some in the public sector that an employer’s ability to adequately and appropriately investigate a claim may be impeded.

Registration is open for Adventures in Risk Management, the California JPIA’s 27th Annual Risk Management Educational Forum. The Forum will be held October 5–7, 2022, at the Hilton Santa Barbara Beachfront Resort.

This year’s keynote speaker, former Boston Police Chief Daniel Linskey, will impart lessons on leading before, during, and after a crisis, through the lens of how he guided his team’s response to an unthinkable challenge, the 2013 Boston Marathon bombing.

Other premier educational opportunities will include panels and guest speakers who will discuss remote work environments, contractual risk transfer, earthquake preparedness, and response strategies, and workplace violence.

Registration is limited to public agency officials and staff, as well as the Authority’s business partners. There is no registration fee for members of the California JPIA.

The Deadline to Apply for a Forum Scholarship is Friday, June 17

The deadline to apply for a scholarship to the 27th Annual Risk Management Educational Forum is Friday, June 17, 2022. A limited number of scholarships are being offered to California JPIA members to cover lodging costs while attending the Forum, which will be held October 5–7 in Santa Barbara. There is no fee for members to attend the Forum.  

Scholarship recipients will receive two nights of lodging at the Hilton Santa Barbara Beachfront Resort. Members need to complete an application by the deadline of Friday, June 17, 2022, in order to be considered for a scholarship. Although preference may be given to first-time Forum attendees, all members are encouraged to apply.

Registration Open for the 2022 Board of Directors Meeting

Registration is currently open for the Authority’s annual Board of Directors meeting, to be held on Wednesday, July 20, at 7:00 p.m. at the California JPIA’s La Palma campus. Those attending will have the opportunity to meet the Executive Committee and Authority staff and network with other members of the California JPIA.

An educational session, beginning at 3:30 p.m., will precede dinner at 5:30 p.m., with the Board of Directors meeting immediately following. During the meeting, there be a presentation on the Authority’s objectives, vision, and accomplishments over the past year, and winners of the 2022 Risk Management Awards will be recognized. In addition, voting delegates will elect four Executive Committee members, and the Board of Directors will elect one member from the Executive Committee to serve as vice president for a two-year term.

Outdoor Dining Checklist Available to Members

To assist Authority members with outdoor dining risks, an outdoor dining checklist has been added to the Authority’s online library as a resource to members.

The COVID-19 pandemic has led to a significant increase in outdoor business activities within the public right-of-way. While dining decks, parklets, and other similar outdoor dining areas have contributed to helping local businesses survive the pandemic, their proximity to moving vehicles can create safety concerns. Public agencies are sometimes faced with balancing public safety with supporting local businesses. The Authority’s outdoor dining checklist asks members to consider installation of barriers, permits, ADA requirements, proximity to traffic, and other factors to address public safety concerns.

Risk Management and Safety Consulting Services RFP – Questions and Answers

The Authority’s New Risk Managers Committee Holds Its Inaugural Meeting

The inaugural California JPIA Risk Managers Committee meeting was held on Monday, May 16. The purpose of this new committee is to ensure the delivery of the best risk management solutions, including providing guidance and recommendations to Authority members to better understand and manage operational risk exposures within their organizations.

Among the topics discussed at the meeting were wildfire risk management, cyber security needs, and risk management training for staff at all levels. Additionally, the committee chair and vice-chair were appointed. Brad McKinney, assistant city manager for the City of San Dimas was selected as chair, and Arabo Parseghian, division manager with the City of La Cañada Flintridge was selected as vice-chair.

Registration Opens for the 27th Annual Risk Management Educational Forum

Registration is currently open for the Authority’s annual Risk Management Educational Forum, titled “Adventures in Risk Management.” The Forum will be held at the Hilton Santa Barbara Beachfront Resort October 5–7, 2022.

This year’s keynote speaker is former Boston Police Chief Daniel Linskey, known for his strong leadership and response through some of Boston’s most difficult moments, including the 2013 Boston Marathon bombings. Chief Linskey’s forum presentation will provide attendees with lessons on leading before, during, and after a crisis.

The closing speaker is Dr. Lucy Jones, founder and chief scientist at the Dr. Lucy Jones Center for Science and Society and author of The Big Ones: How Natural Disasters Have Shaped Us (and What We Can Do About Them). Board of Directors Meeting – July 20, 2022

The Annual Meeting of the Board of Directors will be held on Wednesday, July 20 at 7:00 p.m. at the Authority’s La Palma campus. Certification information was sent to member agency clerks in February. It is important that members who have not yet certified their primary delegate and alternate to the California JPIA Board of Directors should do so as soon as possible using this certification form. Completed forms can be sent to Agency Clerk Veronica Ruiz. 

The meeting typically includes the annual report as well as updates on the strategic plan and overall operations. It is also a time when members can network with the Executive Committee and Authority staff. Inaugural Risk Managers Committee Meeting

The inaugural meeting of the Risk Managers Committee will be held on Monday, May 16 at 12:00 p.m. via a hybrid format. Members may attend either online via Zoom or at the Authority’s La Palma campus. Each member agency will have a representative on the committee. The designated “risk manager” for each member organization will be the delegated committee member. 

The newly formed Risk Managers Committee was created to carry the voice of member risk managers and support the multi-faceted roles risk managers play within their organization. The Committee’s purpose is to ensure the delivery of the best risk management solutions, including providing guidance and recommendations to members to better understand and manage operational risk exposures within their organizations.

Capstone Award Nominations Being Accepted

The Authority is currently seeking nominations for the 9th Annual California JPIA Capstone Award. The award is presented annually at the Authority’s Risk Management Educational Forum to an individual who best demonstrates the practice of risk management among the Authority membership.

Members can nominate themselves or someone else by filling out a brief nomination form. Together, we will honor a colleague who promotes excellence in risk management. Submissions will be accepted through June 3, 2022. Find out more about the award on the Authority’s Capstone Award webpage.

ReClaim: Design Immunity

Design immunity is the second of three specific governmental immunities that the California JPIA’s ReClaim campaign has highlighted over the last few months.

Roadway design cases represent the single greatest liability exposure for California JPIA members, with more than 400 design-related claims incurred over the last five years. Although liability may be remote, plaintiffs often pursue local governments for damages.

One of the strongest defenses available to a public entity to defeat joint and several liability, the design immunity provides that a public entity is not liable for an injury caused by an improvement to public property in which the design and construction conformed to approved standards and was approved by the entity’s legislative body.

Educational Forum 2022 Theme Announced

The Authority has chosen “Adventures in Risk Management” as its theme for the 27th annual Risk Management Educational Forum. The annual Forum is a two-and-a-half-day educational event during which Authority members gather to study topics and issues relevant to local government and to share information on agency challenges and solutions. Human Resources Academy: Deadline March 17

The deadline for California JPIA members to “request to register” for the Human Resources (HR) Academy is Thursday, March 17.

HR employees can play a vital role in limiting their agency’s liability in employment and management practices. The Authority’s three-day academy provides HR professionals with essential training for management and support staff. The academy takes place in a small group setting and features interactive exercises to augment the learning environment. The sessions are practitioner-focused and designed to enhance organizational effectiveness. Academy attendees will learn basic theory, as well as practical knowledge and techniques necessary for everyday problem-solving.

Form OSHA 300A Posting

Reminder – California employers must post their Form 300A, Annual Summary of Work-Related Injuries and Illnesses, on February 1, 2022, and keep it posted through April 30, 2022. Form 300A provides a summary of the total number of work-related injuries and illnesses that occurred in 2021 and were logged on OSHA Form 300. The form must be posted in a location where employee notices are usually posted and must not be altered, defaced, or obscured during the posting period. Agencies that need to submit electronically must do so before March 2, 2022. Members who participate in the Authority’s Workers’ Compensation Program will receive a partially completed Form 300A and instructions for completing and posting the form from Sedgwick.

Last Chance to Register and New COVID Protocols for Educational Forum

Registration closes on September 7 for the California JPIA’s 26th Annual Risk Management Educational Forum, S.S. Authority: Voyage Through the Sea of Risks, to be held October 6-8, 2021, at the Catamaran Resort Hotel in San Diego. 

To provide a safe event for all participants and guests, Forum attendees will need to adhere to the following COVID-19 protocols: 

  • Masks are strongly encouraged for all indoor events, regardless of vaccination status.  
  • All attendees are required to provide a record of their full COVID-19 vaccination or a negative COVID-19 test result completed within 72 hours prior to entry.  
  • All attendees are encouraged to maintain social distancing and limit close physical contact.  
  • Those attendees that have tested positive for COVID-19, are waiting for COVID-19 test results, or are showing COVID-19 symptoms, will not be admitted.

ReClaim Campaign Features a Roundtable on Using Governmental Immunities

The Authority is hosting a virtual roundtable on Tuesday, August 24, from 12:00 to 2:00 p.m. regarding lessons learned in the realm of governmental immunities, including design, trail, and hazardous recreational activity immunities. Speakers include John Barber, Ed Richards, David Ferrante-Alan, and Josh George.

The California JPIA has paid over $46 million to settle liability claims that could have potentially been defended with the application of governmental immunities. These include roadway and street design claims, recreational accident claims, and claims occurring on trails. Governmental immunities protect municipal agencies from tort lawsuits arising from many of these claims, falling within the category of qualified immunities, which protect local governments from liability only when certain conditions are in place.

The upcoming roundtable is a part of ReClaim, a new awareness campaign that defines potential claims affecting public agencies, educates staff on specific actions necessary to manage those exposures, and integrates those actions into risk management strategies. Reducing these claims helps to preserve the funding needed to pay for and carry out important community programs and services.

Cal-ICMA Talent Initiative Survey

As part of its Talent Initiative, Cal-ICMA is seeking responses to a survey on the effects of the COVID-19 pandemic and the post-pandemic workforce.

The purpose of Cal-ICMA’s Talent Initiative is to engage Chief Executives, HR Directors, and emerging leaders of cities, counties, and special districts in a conversation about three questions:

  1. What are the kinds of talent challenges that confound local governments in California?
  2. What obstacles hinder our efforts to address talent challenges?
  3. What are the best practices, culture-building strategies, and other resources we can leverage to better attract, retain, and grow talent?

The survey results will build upon prior work of the Talent Initiative and be used to identify and generate support for innovative local government best practices.

The target audience for the survey is broadly the public sector in California – from City Managers to young professionals and everyone in between.

The Authority’s Forum Is Moving to an In-Person Event

The California JPIA is moving its 26th Annual Risk Management Educational Forum to an in-person event at the Catamaran Resort Hotel in San Diego from October 6 – 8. This year’s Forum will feature keynote speaker, Captain Richard Phillips, author of A Captain’s Duty: Somali Pirates, Navy SEALS, and Dangerous Day s at Sea, detailing his dramatic encounter with modern-day pirates and his remarkable rescue.

The Authority Welcomes New Member, City of Santa Clarita

The California JPIA welcomes the City of Santa Clarita, a new member and participant in the Authority’s Excess Liability, Excess Workers’ Compensation, and Property Insurance Programs as of July 1, 2021.

“The City of Santa Clarita is proud to be a new member of the California JPIA,” said Director of Administrative Services Carmen Magana.

Santa Clarita, home to a population of approximately 213,000 residents, is the third-largest city in Los Angeles County and provides services to the community including parks, recreation trails, and open spaces, as well as an aquatics center, community center, and ice-skating rink.

Newly Elected Officials Academy Goes Virtual

The California JPIA’s Newly Elected Officials (NEO) Academy was held June 7 – 9, 2021 and was all-virtual for the first time. The agenda consisted of three half-days in which attendees learned valuable risk management best practices and leadership information from subject matter experts. Eighteen newly elected officials representing 16 different agencies attended the virtual academy.  

A highlight of this academy was the last session, which included a speaker panel made up of five Executive Committee members, three academy speakers, and the Authority’s Chief Executive Officer, Jon Shull, as moderator. This session, titled “Open Forum,” was presented in a Q & A format, encouraging attendees’ feedback.

The Authority Launches ReClaim Awareness Campaign Designed to Help Members Reduce Costly Claims

The Authority is launching ReClaim, a new awareness campaign to help members identify, understand, and reduce costly claims. The campaign’s goal is to educate members about claims that pose the greatest risk to them and the pool. Member staff will learn the key features of these risks and be given the tools to take appropriate action in reducing the impact of these claims.

“ReClaim is simple,” said Assistant Executive Officer Norm Lefmann, “but only in concept. Carrying this out will take effort. A primary goal of the ReClaim program is to instill in every staff member in every one of the Authority’s member agencies an understanding of these claims in a way that makes our undertaking achievable.”

Updated Facility Use Agreements Resource Available to Members

The Authority recently updated its Facility Use Agreement resources, creating a single resource that includes two separate agreements; one for agency buildings and property, and the other for fields and/or sports complexes. Other revisions include the following: 

  • Sections added to address compliance with all applicable laws, rules, and regulations and a note specific to COVID-19.  
  • Section added addressing agency’s reservation of right to require additional lines of insurance and listing optional insurance coverages and limits to consider based on the event.  

Facility use permits are issued to individuals, groups, or businesses requesting use of an agency’s facilities for activities or events independent from the agency’s operations. All facility users must agree to indemnify and hold harmless the agency and provide evidence of insurance to financially support the indemnity agreement. These templates have been created to allow customization and to provide guidance on considerations related to facility use permits.

Cal/OSHA Board Withdraws Recent Revisions to Emergency Temporary Standards

On June 9, the Cal/OSHA Standards Board voted to withdraw the revisions to their COVID-19 prevention emergency temporary standards, which they had voted to approve on June 3. This leaves the protections that were adopted in November 2020 in effect until new revisions are considered at a future meeting, which could be as early as the Standards Board’s next regular meeting on June 17. More information about the Cal/OSHA emergency standards can be found in the California Department of Industrial Relations news release from June 9.

Annual Board of Directors Meeting

The Annual Meeting of the Board of Directors will be held virtually on the first day of this year’s Risk Management Educational Forum on October 7, 2021, from 8:15 to 9:15 a.m. This business meeting will present information about the Authority’s annual report, strategic plan, objectives, and accomplishments over the past year. Additionally, voting delegates will elect three Executive Committee members, and the Board of Directors will elect one member from the Executive Committee to serve as President for a two-year term.

The California JPIA asks its members to certify a designated California JPIA Director and an Alternate(s) prior to the Annual Board of Directors meeting. Members can complete this voting delegate/alternate form to complete the certification. The deadline to complete this certification is June 17.

New Governance Leadership Academy Held in May

The California JPIA’s new Governance Leadership Academy, created specifically with seasoned elected officials in mind, was a big success, held virtually from May 4 – 6, 2021. The small group of elected officials from member agencies who attended the academy had the opportunity to network with one another and interact personally with the speakers and the Authority’s executive staff. Throughout the academy, Kevin Duggan and Ken Hampian, both former city managers, led the attendees in a series of sessions on important topics such as “From Campaign to Governance,” “Keys to Being an Effective Governing Body Member,” and “Goal Setting,” in which they were joined by Jim Lewis, City Manager of the City of Pismo Beach. The last session, “Elected Officials’ Guide to Social Media,” with Scott Grossberg was a highlight of the academy, as this was a timely, relevant topic to many agencies.

The California JPIA is Recruiting for an Experienced Finance Director

The Finance Director will be responsible for preparation of financial statements, supervision of staff, development of the Authority’s budget, claim reconciliations, perform treasury management functions, coordinate the actuarial studies, and provide oversight of investment operations.

As a partner in Burke Williams and Sorensen’s Orange County office, Kelly represented and advised employers on labor and employment law matters including discrimination, harassment, retaliation, disability, wrongful termination, leaves of absence, wage and hour, freedom of speech and association, and privacy. She also represented public employers in areas such as due process, disciplinary procedures, the Brown Act, CalPERS, the Public Safety Officers Procedural Bill of Rights, and the Firefighters Procedural Bill of Rights.

Leveraging her extensive counseling experience, which concentrated on preventive measures of employment and labor law such as personnel rules, employee handbooks, personnel ordinances, and specific policies, Kelly will manage the California JPIA’s Employment Practices Liability hotline, supporting member agencies on employee matters such as harassment complaints, accommodation, complex leave issues, and more.

Also an experienced trainer, Kelly has conducted seminars and workplace trainings for the California JPIA, as well as the Public Agency Risk Management Association (PARMA) and California Public Employers Labor Relations Association (CALPELRA), on matters such as harassment prevention, disability discrimination, workplace investigations, diversity and inclusion, managing difficult employees, workplace violence, discipline and termination, social media, performance evaluations, creating effective documentation, and leaves of absence.

Kelly holds a B.A. from the University of Houston and a J.D. from the McGeorge School of Law at the University of the Pacific.

Authority Webinar: COVID-19 Vaccination Programs in the Workplace

To assist members with the consideration of legal and other unique issues related to workplace vaccination programs, the California JPIA will be hosting a webinar“COVID-19 Vaccination Programs in the Workplace,” on Tuesday, February 9, 2021, from 1:00 – 2:00 p.m.   

Panelists Workers’ Compensation Program Manager Jeff Rush; Liability Program Manager Paul Zeglovitch; Kelly Trainer, partner with Burke, Williams and Sorensen; and Giovanni Valencia, partner with Hayford, Felchlin, Valencia & McWhorter will cover mandatory versus voluntary vaccination programs, liability exposure, employee safety, and other issues on the topic of workplace vaccinations. There will be an opportunity to submit questions to the presenters.

New Laws in Effect in 2021

As of January 1, 2021, a number of new laws passed by the California legislature in 2020 are now in effect. These laws include AB 685, which expands Cal/OSHA’s authority regarding COVID-19; AB 992, clarifying the interaction between social media and the Brown Act; SB 1003, which extends immunity to local governments operating skateboard parks; and more.

SB 1159 & AB 685, hosted by the California JPIA on October 1, 2020, addresses multiple aspects of two new laws impacting COVID-19 in the workplace. Topics covered include the creation of a COVID-19 workers’ compensation presumption, the claim investigation process, and new responsibilities for employers. The Overview of the Cal/OSHA COVID-19 Emergency Temporary Standards webinar covers new Cal/OSHA emergency regulations that require employers to protect workers from hazards related to COVID-19. Hosted by the Authority on December 16, 2020, the webinar provides a summary of the regulations, implementation of a COVID-19 prevention program, heightened standards for outbreaks, and legal aspects of the regulations. This webinar does not require member credentials to view.

Authority Webinar Addresses New Cal/OSHA COVID-19 Emergency Regulations

The California JPIA will be hosting a webinar on Wednesday, December 16, from 11:00 a.m. – 12:00 p.m. regarding new Cal/OSHA emergency regulations. California’s Office of Administrative Law recently approved these regulations, which are now in effect and require employers to protect workers from hazards related to COVID-19.

During the webinar, Senior Risk Managers Maria Galvan and Tim Karcz; Workers’ Compensation Program Manager, Jeff Rush; and Christopher Milligan, partner with Burke, Williams & Sorensen, LLP will cover the following:

  • A summary of the emergency regulations,
  • Implementation of a COVID-19 prevention program and compliance,
  • Heightened standards for outbreaks and major outbreaks, and
  • Legal aspects of the regulations related to employee earnings, seniority, and other rights and benefits.

There will also be an opportunity to submit questions to the presenters.

The EEOC Provides Updated Guidance on COVID-19 and the ADA

Although the country is in the midst of the COVID-19 pandemic, the Equal Employment Opportunity Commission (EEOC) is reminding employers that EEO laws, including the Americans with Disabilities Act (ADA), continue to apply. However, EEO laws should not prevent employers from following health and safety guidelines from the Centers from Disease Control (CDC) or state/local public health authorities.

The EEOC has a number of publications designed to assist employers with navigating the impact of COVID-19 in the workplace while still adhering to various workplace protections and rules. These publications and other guidance can be found on the EEOC’s website page, “What You Should Know About COVID-19 and the ADA, the Rehabilitation Act, and Other EEO Laws.”

New COVID-19 Training Protocols for Authority In-Person Training

The Authority has created a notice detailing COVID-19 training protocols to be followed by attendees, hosting agencies, and instructors during Authority in-person training. These protocols are based on CDC and state and local health department guidance, and have been created with the health, safety, and well-being of Authority members and instructors in mind. Hosting agencies may also have additional protocols that must be followed, including screening procedures such as temperature checks. Note that training sessions are subject to cancellation if protocols are not followed.

California Employers Penalized for Failure to Protect Workers from COVID-19

Cal/OSHA recently issued citations with proposed penalties ranging from $2,025 to $51,190 to 11 employers for failing to protect employees from COVID-19 exposure. The citations include one to a company for failure to comply with respiratory protection measures and another for failure to socially distance workers and install barriers. Inspections were opened after employees became seriously ill and complaints of workplace hazards were received.

Authority’s Virtual Forum Includes Session on Current Policing Issues

The Authority’s Virtual Forum, Resilient Together, features a session on policing titled “Strategies to Effectively Address Current Policing Issues.” Calls for police reform and/or funding changes are occurring around the nation. Many communities and their police departments continue to evaluate opportunities to achieve more progress. This session will address issues including:

  • Defining or redefining policing services in communities
  • Engaging organizations and communities in a conversation regarding policing
  • Maintaining and restoring community confidence in policing

This session will be moderated by Kevin Duggan (ICMA advisor) and will include Chief Gene Harris (City of San Gabriel Police Department) and Chief Philip Gonshak (City of Seal Beach Police Department).

Board of Directors Meeting – October 28, 2020

The Board of Directors annual meeting will be held virtually on Wednesday, October 28, at 6:00 pm. The Annual Meeting will include adoption of the budgets for fiscal years 2020-21 and 2021-22, election of vice president and four Executive Committee members, and a presentation by chief executive officer, Jon Shull.

Certification information was sent to member agency clerks in February. Members who have not yet certified their primary delegate and alternate to the California JPIA Board of Directors should do so by Tuesday, October 13, 2020. California Governor Newsom recently signed SB 1159, which creates a new workers’ compensation presumption for COVID-19.

On Thursday, October 1, 2020, the California JPIA will be hosting a webinar with Jeff Rush, Workers’ Compensation Program Manager, and Tim Karcz, Senior Risk Manager, who will be addressing multiple aspects of this legislation including:

  • Who is eligible for this presumption?
  • How is the claim investigation process impacted?
  • What new responsibilities does SB 1159 create for employers?

The webinar will run from 10:00 a.m. to 11:00 a.m., and there will be an opportunity for attendees to submit questions to the presenters.

Bob O’Neill to Deliver Keynote at the Authority’s Virtual Forum

Cal/OSHA Releases Reminder to Employers Regarding Dangers of Wildfire Smoke

Cal/OSHA has issued an alert to remind employers to protect their workers from unhealthy air due to wildfire smoke. Cal/OSHA chief Doug Parker has stated, “Employers are obligated to protect their outdoor workers and must evaluate the health hazards posed by wildfire smoke. If employers cannot move operations indoors where air is adequately filtered and they do not have access to respiratory protection, they may need to halt operations until the outdoor air quality improves.”

Cal/OSHA’s alert is on a webpage that also contains links to related websites regarding air quality, current California fires, and frequently asked questions about N95 masks.

Registration for the Authority’s 2020 Virtual Forum Is Now Open

Registration is now open for Resilient Together, the Authority’s virtual Risk Management Educational Forum for 2020. Resilient Together will be held October 14-15, 2020 and will leverage the strengths of digital technology to offer an educational experience that allows for networking, interaction with speakers, and other activities.

The keynote speaker this year is Robert “Bob” O’Neill, who will be speaking on leading in crisis. Bob served many years as the Executive Director of the International City/County Management Association and was a founding board member of the Alliance for Innovation. He will be sharing leadership attributes that are critical for today’s managers and leaders.

Additionally, featured speaker Dr. Susan Biali Haas will present on personal wellness and resilience. Dr. Biali Haas is an award-winning medical doctor, health and wellness expert, coach, and author, who has made numerous television appearances and is a frequent blogger on Psychology Today.

Registration is open to Authority members and other public agency employees. There is no fee to attend.

The Authority Announces Resilient Together – A Virtual Event

The Authority has announced its plans for Resilient Together, our Risk Management Educational Forum for 2020. This event, occurring over October 14 and 15, will use digital technology to provide topical educational sessions, attendee and presenter interaction, and networking opportunities. 

 

Resilient Together will kick off with a talk from keynote speaker Bob O’Neill on leading in a crisis. Also, author and award-winning medical doctor Dr. Susan Biali Haas will speak about personal wellness and resilience, and in addition to scheduled online sessions, educational content will be available for download after the event.
